In both those cases after review of the warning it was felt that although the conduct which garnered the warning was not conduct we approved of it was also not enough to warrant removing them from the community altogether. These are not the only two cases where this has occurred. Reviews of warnings and bannings go on regularly and sometimes bans are reversed. Most times, they are not reversed because the offenses which directly resulted in the ban were either similar in a demonstrated pattern of behavior to previous offenses or were in and of themselves egregious enough that given prior conduct a ban was suitable.
Sometimes people do get another chance to straighten up, yes. That chance is always their last one though.
