Edit responding to your edit: WAPA was also not included in negotiations so they chose nothing, just like us.

Castration or suicide? Yeah I know it's hard to live without your balls but at least everyone else is happy. As we've stated, we're happy that WAPA has peace. We aren't happy that we cannot defend our other allies, you know, besides WAPA. How many times must we say it?

No consultation on negotiations, just a demand for a signature. Of course we're disgruntled. However, as was explained numerous times before, continuing a war with MHA while WAPA is peaced out is pointless.
