I am currently deep in the writing of a government charter for an alliance, in which I provide two items that seem to be in a gray area of CN rules. Relavant parts:
The Duel: It is recognized that sometimes words cannot suffice: In the case of an irreperable conflict between two individuals, the Monitor and the Monitor ONLY may decide to allow them to duel. Parameters, the manner of weapons available and the limit they may go to are strictly in the hands of the Monitor. Duels declared without the permission of the Monitor shall result in the Duelists expulsion and ZI. This option shall only be made available when ALL other attempts to resolve the issue have run their course, and will not pass out of the control to the Council, the Commandant, the Exchequer, or any government body of the alliance. In Peace-time, Duels may occasionally be allowed for entertainment and betting, but will never the less remain the complete territory of the Monitor.
First Blood: The Sergeant of any squad has the right to train his Squad in the arts of war by First Blood and Half-War, in which the sergeant and the trainee declare on one another in order to better explore the war system. Both sides will be aided back to strength by the bank, and will not engage in First Blood beyond the practical limits of war-training. Additionally, ranks higher than Sergeant may follow this practice, but it is the encouraged right of the Sergeant to do so.
I feel that training for war under First Blood (A policy used by NADC) and resolving issues otherwise irreparable (By the Duel) are for the good of my alliance, and as long as these are stated in the DoW, feel that it violates no rules, as there IS precedent to this sort of thing. Being that all cases of either will be available for anyone to tell the truth of by looking at the war screen and watching the damages, I do not feel this is a ToS violation, but wish to be clear as to keep good faith with Moderation.
