The Kingdom of Cochin declares that whenever a nation that has been formed on a territory protected by Cochin descends into anarchy or is unable to administer its territory effectively, if there is no binding treaty pertaining to the ownership of its territory in the absence of its government, in such a case Lhasa Doctrine, as termed below, shall be applicable,

1) The territory of the nation that was derived from the Cochin administered Protectorate shall devolve once again to Cochin Protectorate Administration.
2) The Kingdom of Cochin shall maintain stability in the territory until the time when the territory is capable of administering its own affairs
3) The Kingdom of Cochin shall assume administrative control of the territory, but shall not take steps towards annexation of the territory
4) The Kingdom of Cochin shall undertake the necessary steps to ensure that the territory will be able to regain independence once it is able to administer its own affairs
5) The Kingdom of Cochin shall deploy peacekeepers to the region
6) The Kingdom of Cochin shall oppose expansion by any existing nation, including our own into these territories.

What would happen if the conquerors of a territory under former Cochin administration were to keep the land in question, and refuse to give it up?

The land currently occupied by the PDC is confirmed to be under this doctrine.

The Doctrine applies to the condition when the state falls into anarchy or is no longer unable to administer its territories. If the said territory has already been conquered by a third nation, Cochin would not expect the land to be returned to Cochin Administration.
