Prime Minister Alfred Apps, on the eve of a new election, went to Oklahoma City for the conference.

President Alexander Jefferson greeted Apps in the conference room of the Oklahoma City capitol building. "I'll cut straight to the point," he said. He handed Apps a map that showed the Canadian territory stretching over all of America's land. "The Congress has agreed to present an offer to Canada to allow your government to govern our territories, with very few conditions. If you're interested, I have the treaty draft written up for you."

Article I. Land Transfer
All land currently under the control of the American Confederation shall be ceded to Canada

Article II. Governing
Canada agrees to allow the states of America some autonomy for the first two years.

Article III. Renaming
To include the entrance of America, Canada will change their official name to one that includes both nations in some way.

Article IV. Cancellation
This treaty cannot be terminated after signing.

The Northasian Union has decided to stabilize its Canadian neighbors. Using its existing Pacific fleet, it will now launch operation Red Motherland.

In coordination with Operation Red Motherland, a preemptive nuclear strike will occur on Brazil. All cities marked on this target map will be targeted with separate Topol MIRV warheads, with 8 warheads per missile. The British forces across the globe have been given the order to prepare for imminent battle at any moment. The Defcon level has elevated to level 1 and military leaders are working around the clock formulating defence strategies for every imaginable scenario. All SDIs are online including Radon. Large quanitites of Indian troops at numerous borders have been diverted to position themselves at the India-Northasia border. Preparations continue to be made, fortifications upgraded across European holdings, and in India civilian volunteers are helping set up even further defences behind the front line in the event of a successful foreign invasion.
