This should be interesting. If I have never heard of the alliance or never communicated with them in any way I gave them a 5. Building an alliance is hard work so anyone in the top 40-50 deserves some recognition, in my opinion, even if they are tools.

TOP- 6 Generally cool people and very competent at nation building.
MHA- 6 Some cool people, but they don't really do a lot, and don't seem very organized.
Sparta- 5 Good allies to Athens and some cool people, but pretty mediocre in terms of ability, they'd get destroyed in a real war.
NpO- 8
IRON- 3 Meh, lame history as #2
ODN- 7 Generally cool people and I believe they are better than their past
FARK- 5 Aqua and fought well, otherwise meh
GPA- 5 Neutrality is boring but otherwise they're pretty cool
NPO- 2 They have a sense of purpose unlike a lot of other alliances, seem pretty active, and that's why I don't give them a 1, but otherwise I dislike almost everything about them.
FOK- 9 Cool people, cool propaganda, very competent, and I really like the way they think.
