A representative of South Africa, Captain Winston Rhodes, was sent to the conference. South Africa would prefer to remain neutral in conflict with Britain, but would like to see if the conference can yield a peaceful solution.

We would like to inform this convention of something. Over the past few months, we thought that the Buckingham treaty was still in effect, which would make us allies of the British because of our treaty with Greece. Now that Greece is against them, and there is no treaty, as well as a government change, we are opposed to the Imperialism of the British.
