So this morning I got a warning symbol to collect my taxes to stay active. It's only been 10 days since last collection. Is this normal protocal? Why have that pop up so soon if we have 25 days?

It's just a reminder that your nation can be deleted if you do don't collect. Everyone gets it every time if you do not collect for 10 days.

Yes you will get deleted after 25 days, it just reminds you that this game counts inactivity between tax collections.
