Went to send aid today and got an "That nation has too many active foreign aid agreements at this time. Please wait until these agreements expire before attempting to send aid" message.

Checked my aid screen and saw that I only had 4 active trades. I have FM improvement and DRA Wonder, so I should have 6 slots to use. The screenshot, below, even says I have 6 available...

I have FF 3.5.4 and have checked in IE7/8 with no luck either.

That's in reference to the receiving nations aid slots being full, not yours.
