The Yay Mets and Francesca versus The Sweet Oblivion: Declaration of War thread is "of course" getting many posts of dislike against its author (Francesca).
Several of these posts are IMHO well within the bounds of legitimate (hostile) IC commentary. Some, anyway, probably aren't, as they seem to be just flames against the player rather than "statements of condemnation" against a national leader: it is odd to witness so many "rulers" comment on the alleged "need for attention" that would be behind another leader's military decisions...
Additionally, we're not children (well, the most of us) and I also think it would be fine to comment on the player's alleged desire to get attention, but in that case we'd need to do it more politely, and anyway to clearly mark it as OOC commentary (as AA is an IC forum, after all).

As this whole discourse of mine is probably disputable at some extent, and as I'd find myself embarassed if I had to point out which posts exactly would be "flames" and which wouldn't, I rather decided to report the whole thread, in the hope that some Moderator can undertake the annoying task of "policing" it.

That thread is probably full of more evident flames, OOC in IC, etc, but since I am currently not going to browse the full 12 pages of it, nor the report abuse forum, to check what has already been reported and what not, I'll leave it to the staff that may have a look into it.
