I attempted to log into Tournament Edition today using my name 'Technoviking'. I was informed that my password was not correct so I attempted to reset. It stated the Email account did not match for 'Technoviking' and to create another nation.

I thought someone may have stolen/used my name which is fine, until I went to create a totally new nation.

When I used my Email address, it stated that my email account already had an account under 'Technoviking'.

At this point I can't reset my password and I can't create a new nation.

Technoviking was deleted during the tournament round reset. Someone else is now playing with the name Technoviking. You'll need to clear your cookies for CN:TE and try signing up again with a different name.
