I was under the impression my nation forces needed to be sunk below 20% before anarchy, my nation is at war and i have been put in anarchy and my date of recovery keeps being pushed further even though my nations troops remained above th 20% and closer to 30% soldier to citizen ratio and my nation bio says my forces are adiquate.

If you keep getting defeat alerts the date keeps getting pushed back, and you don't automatically exit Anarchy after just recovering troop levels. You have to wait a period of time,

Someone may need to correct me on this, but (outside of nukes) you can get knocked into anarchy through one of two ways;

1) Your effective soldier count being less than 20% of your working citizens.
2) Having less than a 5% chance of victory when attacked during a ground battle.

Not exactly. Nuclear fallout lasts for 5 days (less with Radiation Cleanup/FSS), but the actual Anarchy (unable to declare wars) only lasts 3, no matter what the cause.
