How much does 50 tech cost and is there any special way I should buy it?

Yes, this way's cheapest. Costs about 816K, whereas the other mentioned methods around...866K, if memory serves, without any modifiers from gold, microchips, or universities.
The correct question is: how much tech can I get for 3 million?
Hardly anybody sends aid less than 3 million because it's considered a waste of a slot otherwise. You can get 100 tech for it, butif you're buying from a member in your alliance 50 tech is also acceptable.
