The Great Council of Fascism, after the events of this month in East Africa, considers this time appropriate for an international conference to resolve tensions and reach a common document concerning political cooperation, not-aggression, nuclear programs, trade, social policy. The following countries are officially invited to attend the conference: Italian Republic, Nation of Nod, Kingdom of Cochin, Republic of Carthage, Kingdom of Serca and Arctica. Our capital city, Littoria, will host the meeting and the Duce of Italica, Matteo De Falco, will chair the conference. The Great Council will wait for confirmation of all those invited for setting the start date.

With my Minister of Foreign Affairs currently in the Kingdom of Serca, I shall attend this important conference myself.

I have much to discuss on the topic of nuclear programs, as an anonymous and rogue nation with an active nuclear arsenal has attacked and obliterated a sovereign entity within the African Continent with nuclear weapons, having no regards to the literal and metaphorical 'fallout' of this reckless act, especially for those residing in the East African region.

The foreign delegations will arrive in Italica on 20th October. They will be received by the Chief Department for Foreign Affairs Renato Foggia at the "Benito Mussolini" International Airport and then transferred to the Black Zone, the super-guarded central governative neighborhood of Littoria designated to host the event, where they can rest and, if they want, take a short bilateral meetings with the Duce. The conference will begin October 22 in the Palace of the Fascist Civilization, just completed. Only the delegates and their translators are allowed to enter the Empire Hall, physical location of the debate. The entrances and exits of the Hall will be monitored by OVRA agents, the Secret Police.

The Duce of Italica will open the meeting with an introductory statement and will introduce the topics to be discussed. The Heads of State will speak on each topic in the following order:

As the Executive Minister boarded his Modified MILAC Mi-24 Ravager Gunship with his accompanying retinue, he turned and spoke to a lone figure standing before a large congregation of Elite Cadre Bodyguards. His sentence was short and to the point.

"Michaelson, this nation is yours until I return."

General Michaelson was silent as he and the others behind him saluted the now departing helicopter, the winds from the rotors drowning out all other noise.

The lead gunship, Noble One, was immediately flanked on both sides by two other helicopters, Juliet Three and Four. Residing in them were 10 of the most heavily armed, battle hardened and loyal ElCad Bodyguards the NoN had to offer, each. This time, the fate of Noble One's precious cargo was the anxiety of General Michaelson. It was he who ordered the heavy escort.

If the EM had his way, he would have gone alone.

Vikram Kerala Varma arrived at Bosaso in his personal G550 and would travel to Italica in a Blackhawk belonging to the X Infantry Division in Bosaso. He would be accompanied by 3 King's Guards soldiers and 4 diplomats from Cochin's Foreign Ministry.

Foreign Minister Hendrik Strijdom made his arrival in a Transvaler Lugmag B-1 Lansier bomber. After having to deal with presenting Staatspresident Botha's recent bizarre tirade about the pan-dimensionalist existance of Transvaal, some 'simple' foreign diplomacy was suddenly a much more welcome prospect. He took a seat located as close to somewhere between the Arctican and Repubblica Italiana representitives. While Transvaal was now very close with the Italians, he also wanted to send the signal that despite frequent ideological differences which crop up, Transvaal regarded Arctica it's closest diplomatic 'ally' in Africa.

The EM arrived and, nodding to the Italian, took his place opposite the fascists.

In order to lose the 20 men guarding him, the Minister simply gave them the order to guard the tarmac the helicopters had previously landed on.

The Chief Department for Foreign Affairs Renato Foggia, with the black uniform of member of the Great Council, meets the foreign delegates arriving on the tarmac of the “Benito Mussolini” International Airport. Foggia shakes their hands while around them a whole battalion of MVSN Blackshirts raises the daggers to the sky. In the front of the terminal, the visitors can read one of the mottos of the Regime: NECESSARIO VINCERE, PIU' NECESSARIO COMBATTERE ( Win is Necessary, but Fight is more Necessary ). The surly OVRA agents inspect the perimeter. Foggia invites delegates to get on the armored cars that will lead them up to the Black Zone.

The Palace of the Fascist Civilization, Littoria

The cortege with the foreign ambassadors arrives at the Palace of Fascist Civilization in the late morning. The Heads of State are greeted by masses who gathered around the conference place. The national anthems of participating countries resound in the air; the atmosphere is festive and of sincere affection for the leaders of the East Africa powers, reunited to solve the problems of the region. The sky, covered with gray clouds, is controlled by ten Battle Helicopters “Ares” of the Italic Air Force.
A team of OVRA agents receive the delegates at the Palace and guide them through the huge and bright corridors of marble to the Empire Hall, physical location of the meeting. While the delegates take their reserved seats along the heavy oak table and OVRA agents monitor all doors, a Colonel of MVSN stiffens:

The Duce, Matteo De Falco, in uniform of MVSN General Commander, sits a few seconds later at the head of the table. A Secret Police officer gave him some documents. The Duce looks at them, quiet and concentrated, with his usual severe but not cruel expression ... then turns to delegates a broad smile.

<< Thank you, Gentlemen, for coming to this important conference that will probably define the political balance of this region and perhaps others. Your presence here is very important for me and for my Government, because it means that you place in me and in my Government your trust. Thank you, Gentlemen, to be here because together we can send a strong signal to the world: our ideological differences do not prevent us to sit around a table and politely discuss the great problems of our time. It's a great demonstration of our sincere desire for peace.
The first item on the agenda, considering its importance, is the “nuclear issue”. As you already know, Italica and the Italian Republic started a program to enrich uranium to arrive early to build nuclear arsenals able to guarantee the security of our Nations and the stability of military balances.
I think I can speak even for the Governor Robert Ciano, representative of the Government of Rome, when I say that no political agreement can ever force us to abandon our rights regarding the acquisition of nuclear weapons. For this reason, from this room it will leave only a recognition of our right, not a waste. This, of course, does not preclude us the path of dialogue and I am willing to give guarantees in order to reach unanimity. You are free to enter into this topic any other discussion regarding the nuclear policy of your Countries or others not present at this conference.

"Respected leaders of the world, statesmen and friends. First of all let me thank the Duce, Matteo de Falco for extending us an invitation to this Conference.

The Kingdom has a long and distinguished history with East Africa. During the time of the Republic of Free Somal, that revolutionary state which brought much needed peace and prosperity to this much suffering land, the Kingdom of Cochin had offered its help and assistance. Starting off with a few industries to bring a measure of prosperity to Somalians and a measure of security to the RoFS, Bosaso has turned out to be a shining example of true internationalism. Cochin is not just Asian, it is not just Chinese, Kazakh, Kyrgyz, Indian, Tibetan, Mongolian or Balochi, Cochin is also African , Somalian in character. From the first Cochin entrepreneur set foot on African soil we have striven hard to incorporate the African culture and traditions in everything we do here.

When we first established our military base in Bosaso the first priority was to educate our officers and men in the culture of Africa. We are not cultural predators, wherever we go, we adapt the host culture and assimilate it with ours own.

Bosaso is not a colony, it is today a sovereign territory, a full province of the Kingdom of Cochin. We might be imperialists, but we are not colonialists. If any example of our commitment to the cultural traditions of Somalia is to be seen, we point you towards our Universities, which have whole departments devoted to Somalian culture and traditions and our garrisons in Bosaso where everyone would be fluent in Somali.

In Bosaso English and Somali are equally the languages of communication.

Bosaso stands for the notion that we are not Africans or Asians or Europeans or Americans or Australians in exception. We are all cohabitants of a planet we share, we are all brothers and sisters, whose misfortune it has been to be divided by geography and sometimes by culture and language. Thus Bosaso is something that we consider worth fighting for. It is a heritage, it is a history, it is a commitment.

To protect such a commitment are extreme measures justified? We think so.

Every nation is justified in exploring all avenues to guarantee the safety of its citizens, in that respect, there is no stronger deterrent than nuclear weapons. But like every tool, nuclear weapons can be used for the good as well as for the bad. A responsible nation will use the specter of nuclear weapons to assure its defense, while an irresponsible nation can use the threat of a nuclear holocaust to justify any excesses it may commit towards a more forbearant nation. So long as the defender cares for the lives of its citizens, it would not risk an open conflict and thus would not oppose the aggressor.

Such has been the tactics used by many nations in the world. However a nation is not just a collection of people and a conglomeration of territories, it is a sense of shared values, principles- principles which must be fought for at all costs. A nation that does not show commitment to protect its citizens from external harm and willingness to use force to assure it is on a very slippery rope indeed.

Today our region has the shadow of a gathering storm looming over it. Aggressor nations are forming up alliances which could threaten the stability of our region. Under false statements of benevolence and morality they are planning on aggressive expansion. Nations that have callous disregard to the horrors of nuclear warfare are drumming the war hysteria. In turbulent times like these the Kingdom of Cochin calls upon all free nations of the region, nay the world to stand together and present a united front. For together we stand, divided we fall.

Nuclear weapons were made to be used, not to sit uselessly in an underground bunker. Every nation has the right to develop them, but every nation also has the ability to force others to stop developing through force. Words are useless in an age where sabre-rattling is diplomacy. Get your weapons, use them when needed, show that you are a country of your word."

Alessandro never stood up and finished his short speech with a rap of his fingers.

"Nuclear power is to be held under those who knows how to control it. Not everyone is responsible enough to have that much power under thier belt. I have no problem with Italy having nuclear power. Or nuclear weapons for that matter. They have constantly showed us that they do not intend to ever start a war. If they feel that need Nuclear power for the security of thier people then why not let them have it. We have it for the security of our people and for the safety of our nation. Now,However, if a nation has showed unstability time and again well they should not have Nuclear power, whether willingly or by force of a more powerful nation.

Thank you General, i'll be short

I would like to answer to the words of the Crown Prince of Cochin first, as i do find them historically incorrect and might misinform the people in this room about the status of the situation and the history of East Africa.

The Republic of Free Somal, for those who are new to east african policies, was the previous government in charge of the territory of Somalia, and the country was presided over by Mad Dog Bernard.. and his mother.

Mad Dog Bernard was the man who seized control of Somalia on May 15, 2009, trought the means of war and military intervention. And again, only one month later, Somalian troops with the help of the so called "Roman Empire", a rouge nation previously in control of Southern Italy, invaded central Italy and bombed several undefended towns regardless of civilian presence in the areas.

I would like to cite an old headline of May 15, 2009:

"In the typical Mad Dog Bob Denard fashion the Somal Warlords were rounded up and promptly placed before firing squads. The mood of the Somal people is one of indecision at this point.

Some are torn between the joy of having the Warlords removed and the fear of what may well be the next of another foreign dictator. They are well aware of Mad Dog Bob Denard's blood drenched history, and this to is an issue of concern for them. It can be remembered that Denard has been spotted serving in at least half a dozen insurgencies, three major wars, and no less than twelve coup attempts all over the world. He has also been accuse of war crimes by at least two other governments."


If the barbarian actions of this war criminal are considered contributions for peace, then i think we have no problems in recognizing Italy's and Italica's right to develope nuclear weapons as a purely defensive policies in order to ensure the sovereignty and the independence of our nations, because unlike the Republic of Free Somal, the Italian Republic and Italica did not achieve their sovereignty with force and violence.

We Italians have brought order and progress to the everlasting lawlessness and anarchy that ruled this nation since 1991. However we must cite the great contribution of the Republic of Transvaal in trying to stabilize the region with the establishment of the Freestate of Franzharia. Unfortunately it didn't last long enough to educate the population to a civilized society, and this is where our intervention comes: We are continuing this task. On good notes i would like to inform everyon that piracy has been reduced by 100%, lawlessness and anarchy are now a thing of the past, healthcare and security have reached the standards of any first world nation and the Somalian people are expressing gratitude and approval.

I hope we have finally destroyed the legend of Mad Dog Bernard "the freedom fighter for peace" who revealed himself to be nothing more than a barbarian warlord, just like the ones he rounded up and executed without granting them a trial. People may argue Italy is not a democracy... that's true, we recognize it and we wont deny or hide it, but we are not barbarians, as our 3000 years old history can prove.

Peace, order, civilization and progress now reign in Somalia, thanks to the Government of Italica, and the Italian Colonial Government in Mogadiscio.

"I do not 'like' nuclear weapons, under the same pretenses with which I have disdain for the way wars are currently fought in our time. Be it death from above - aircraft dropping bombs and missiles from 20,000 feet, to tanks shooting at each other hundreds of meters away, to even the lowly foot soldier shooting an enemy from a dozen yards, killing someone with the push of a button or a pull of a trigger has no honour in and of itself and shields the soldier from the true act he is committing... Murder...

Murder, the most carnal of all sins borne to mankind."

He said as he paced around, looking at each and every delegate in the 'eyes' as he spoke and walked about.

"Nuclear weapons are no exception- indeed they are the results of a monumental disregard for the importance of taking another's life. No man in any contemporary leadership role will ever have the credibility or experience to make such a decision. He has no claim to the right to end hundreds of thousands of lives because, quite simply, he does not and cannot ever hope to know gravity of his actions.

Unless you kill a man with your own bare hands - watch as his eyes turn black with death and his body become still because of your actions,"
the EM clenched his gauntleted fist.

"... until you know the feeling that you are extinguishing another and that your victim knows that it is because of you that he will be no more, and then multiply that feeling a HUNDRED, a THOUSAND, or a MILLION TIMES, are you considered worthy of making such a decision!" The EM punctuated each number will a roar.

"Such, inexperience, such trivialization, has unfortunately led to the wide spread propagation of sentiments not unlike the respectable King Romano's." He punctuated inexperience and trivialization with pure bile.

He looked up towards the ceiling and continued, a cruel twist of Romano's voice began echoing in the chamber. The EM began speaking as though he was having an animated conversation with another.

"IF THE DAMNED SOULS DESERVE IT- do they? Would they ever? And what of their neighbours? Their Neighbours neighbours? Their children's children?" The EM was furious, as thousands of his citizens were still dying at the hands of the unknown destroyer of the Aether Empire. He spoke the other's voice in a furious shout, only to interrupt and 'respond' in a quiet, yet assertive tone, as if chiding a temper tantrum throwing child.

"THEY DESERVE IT! So they deserve death? To become a shadow burned into the ground? Would you order the men under your command to commit the act themselves? With their own hands? Would you give them a cudgel and expect them to bash their victims' brains out? Would they believe in what they are doing? Would you? Would you tell them that they are defending their country, their loved ones, themselves in flattening female, adolescent, even elderly skulls?"
The EM was a master at speechcraft, sounding not unlike a minister or preacher at a church, lulling the audience into complacency with a soothing tone at one instance, only to suddenly about face and shout at the top of his lungs the next.

"To those who actively maintain a nuclear arsenal and have already used it. You may argue that such actions are jus in belo when 'defending' ones land and people. That the above predicament I described is to be expected of a soldier....

'IT ISN'T MURDER! YOU ARE DEFENDING YOURSELVES AND YOUR COUNTRY MEN! You are a fool. You can call a murder whatever your heart or conscious desires, but it is no different from calling radioactive fallout 'Happy dust'..."


"Show that you are a country of your word, say you? What of unannounced nuclear first strikes? What of a potential mass murderer who does not know the full extent of his actions ordering a multiple Megaton nuclear strike on a woefully out matched nation? A murderer that to this DAY, choses to hide his and his nation's role in the attack by remaining anonymous?"

The EM turned and addressing King Romano directly, continued in a rushed voice, as if he could not hope to fit all his praise in a single session, and instead tried to praise him as much and as fast as possible.

"Most honourable King, your statement is a testament to your will, no doubt. You show great strength and courage- will you now take the time to denounce the whole sale slaughter of the Aether Empire's innocent citizenry? Will you be the first of many in this room, perhaps?" The EM had displayed a mock, yet convincing sound of desperation in his voice for his last questions.

"Would anyone here call the nuclear holocaust of the disgraced Aether Empire and her citizens a cowardly act? That the leader of the still unknown nation is a coward? Will anyone here have the gall to call the deaths of millions necessary for another's security?" The EM accentuated 'gall' with nothing short of pure venom.

Just as Alessandro was to find himself voting to condemn himself (whoever he was), he received a buzz on his phone. The phone was an emergency phone, only to be used in case of life and death. It happened to be the case. Alessandro blinked and excused himself, walking into a hallway outside of the meeting room.

"What the hell do you wan-"

"We are under attack. Carthage.. they are close!"

"...what?"

"Come home, fratello. Lead your people."

"Do not lecture me!" His voice suddenly rose and he spoke sharply, turning the heads of the security men who glanced at him. "Yes.. yes, I will cut this short. Do not fail me in my absence."

Alessandro flipped his phone back over, straightened his suit and walked back into the meeting room. Frowning, he collected his unopened briefcase and nodded to all in the room. "Gentlemen, I'm afraid I must cut my visit short. Carthage has been under attack since this morning. They finally got power to alert me.. I must go and lead my people." He sighed anxiously and walked out of the meeting room.

OOC: While this may seem odd for me to post here, i'd like to propose that I be allowed to bring a very old nation of mine, Kashlinkov, into this. I used to roleplay them on the old forums, and briefly on the new forums. The area now known as East Africa, including Nod, Italian Somalia, and Italica were all part of the colony 'Kashlinkovian Ostafrika'. Currently, Botha would have control over my old NPCs. This would be strictly non-political, and be more of the last exile of the Kashlinkovians, still residing in his Transvaal Embassy making a diplomatic journey to this conference, and discussing the past, wishing them good luck, etc.

The Executive Minister silently watched as Romano hastily left the conference before answering the EM's subtle accusations.

It was a well known fact that the nuclear missiles were launched from the Indian ocean during the brief Arabian War for Novak, culminating in the purge of the Aether Empire, and that Carthage, in the opening moves had sent a fleet there, through the Red Sea. The EM always had a hunch that the Carthagians were called upon by the Novakians to take Zarfef out of the picture- Romano's actions were the final nail in the coffin in his mind.

"Thats what I thought, coward..." he said to himself. Turning to the Italican, he answered.

"Indeed... while I personnally hold much disdain for the Technology of War, Brotherhood Doctrine ironically states that it is the Technology of Peace. It just infuriates me that one would simply brush aside the ramifications of a nuclear strike like Romano did...

As per your question, I have made it abundantly clear time and time again that the NoN has no jurisdiction over any other.

The people of the Nation of Nod are born and bred in a culture where pity and mercy are but a weakness to be exploited, where those who hesitate are weak, and the weak will die, unless someone strong protects them.

I can verify the existance of this former political entity based in Somalia; it was around the time of Transvaal's declaration of independence until the around the time of the fall of Nordreich in May 2007.

Actually... my government quietly closed the doors to the old Kashlinkovian embassy during our restructuring of our foreign relations last spring. I also seem to vaguely recall from an old RP that you had pretty much withdrawn everybody from Pretoria anyways.

OOC: True, Botha, but considering the renewed Kashlinkov that formed later on the new forums, my guess is high that they would have returned due to fear of any new political entities as well as cultural repression. As of last check, there are still some Kashlinkovians living in Korea, a decent amount in Ostafrika, some in Nordafrika, and some in the homeland. A few immigrants would probably have returned to Transvaal as well, along with Gustav Hammerlich, the former MoFA.

Thank you Il Duce,

Since our brief involvement in Somali affairs, my government has nevertheless sought to lease a portion of Somali territory encompassing half of Mogadishu Airport and immediate environs as an enclave to construct our future overseas airbase (IG: foreign airbase wonder) which would give our airforce an extended range to cover the entire Indian Ocean as well as provide assistance in Southern Europe and Western Asia when the need arises. Mogadishu is also a critical waypoint for our civilian airline network to East Asia.

Therefore my government would now like to formally put the offer of a lease of Somali territory (see map below) which in exchange my government would pay (IG) a lease of $3,000,000 to Repubblica Italiana every three months until the lease is cancelled by either party.
