By way of a bump, let me explain a little.
I am currently one of the leaders of WAPA, and the two nations mentioned, who were both members of WAPA, were reported to me by another of my members;

After looking at both nations for a few days, they are eerily similar. I carried out my own investigation and can confirm that most of these allegations seemed to be true. The one exception was the issue of the nation bios - when I looked I could see no similarity.
Checking IP addresses on the WAPA forum, I found that they had both posted from a variety of addresses, which
did contain some overlap, i.e. there had been times when the same IP address had been used.
