Can somebody tell me if the inactivity guidelines are different for new players? I have a new player who is saying he has a link that says "Collect taxes to remain active" and he hasn't collected taxes for only 10 days. He still has up to 25 days, right?

Yes. 25 day deletion, taxes don't stack past day 20. Bills still do.

What Locke said is correct. The inactivity guidelines are the same for all players. The 25 day mark is when deletion happens. The "Collect taxes to remain active" is just an early warning message.
