Kikuyu has four aid slots active and one open. He has deleted his expired trades.

4 is the default number of aid slots. Kikuyu has neither a Foreign Ministry nor a Disaster Relief Agency. I don't know how you're seeing 5 here.

(He had an expired fifth slot that I thought was active. My mistake.)
