Situation: I have peace status (I don't like raids and such) and I want to trade and be allies with another nation.

Question: Can I do this?

Additional Question: Does anyone want to form an alliance with me?

Yes, you can still trade while in peace mode. You can always change your alliance affiliations, even in peace mode.

So, you want to make your own alliance? I'm not going to say you can't do it, but I just want to tell you it is going to be VERY difficult. There are already many well-established alliances, and it will take an Ungodly amount of effort on your part to create a decent alliance.

But in any case, if you want to start an alliance, this isn't the forum to recruit on, go here:

Most unaligned nations at some point join an established alliance. There are many in the game, some have probably already sent you recruiting letters. Others you have to find out about on your own.

Please note that staying on peace mode will cause a happiness penalty to your people after some days.

About the alliance, I'd suggest that you first check the available ones and start asking about them until you find one that suits you.
Creating a new alliance is hard, and even harder if you are new to the game, as you won't have many friends or be popular enough for people to join your alliance just because of that.
Also, small, non-neutral alliances usually are being tech raided the whole time unless thay have treaties with other alliances.

I'm not trying to discourage you; I find small and new alliances to be sexy, just take it slow, learn the game and then make your way through it. (:

Don't forget while researching to find out your possible ally's stance on various things. Like, say, hanging out in peace mode; some might really prefer you be ready to hit the front lines if needed, or may ask you to participate in building projects (which may involve you sending out aid items--and you have to be out of peace mode to do that).
