Both alliances are still in recovery mode from our last "shindig", so this is unlikely.
However, if it is war you need, I wouldn't be shocked by a combination of Citadel+ODN vs. Frostbite with other players perhaps diving in. Book it for December 2009 with a likely push back into spring.
Oh and...this time I have absolutely no inside information. I'm sitting amongst the peasants madly speculating like everyone else.

I like this lineup. If it wasn't for my alliance's "Now don't you go startin' no more wars, now, Zzzptm!" policy, I'd be all over getting this together like a donkey on a waffle.
As it is, I'd like to help organize something just in case hostilities do break out as TBB outlined and he's not right about possibly being wrong. If war does break out, those troops are going to be hungry, so we should get together a little potluck for them to show our support. How about we get some alliances to sign up for either a covered dish, salad, side dish, or dessert? Specify what you're bringing so we don't get 20 alliances all bringing potato salad. We should try and have some vegetarian dishes in there, as well.
Plan on cooking enough for 60 million soldiers.
I'll start the ball rolling and sign NV and its protectorates up.

I put STA down for some Twinkies because they're our allies and I know the Tyga hungers.
If anyone has any rumors about what one alliance or another might be bringing, please share that information here, as it could be relevant to determine the success or failure of this potluck.
Together, we can make this happen.
