I received this message threatening to delete my nation, is this standard gameplay?

maybe he didn't just send it to you? He might have been just messaging a lot of people in the hopes that he gets a response from some of them and might be able to guess if they were actually a banking nation or not.

No real way to know.

It seems like an idiot to me.

Post this screenshot on your alliances forum and maybe they will talk to this nation so he won't threaten you anymore.

By the way, what is a banking nation?

The guy is probably just desperate for money (maybe he spent all of someone else's tech deal money on infra or land, or something dumb like that) and messaged new players who had just received aid in the hope that one wouldn't know any better and send him some.

Just forget about him, there is no way he can delete any nations because the only people who can do that are mods and the owner of a nation.

Yeah it's a pretty good assumption that he/she is a tech dealer, and like Aimee Man said, he probably needed cash to pay off the buyer.

Just forget about him.

P.S. If he/she gives you trouble still, I can work with you to ZI his/her nation.

Thanks for the heads-up about the player. I was about to give aid to King Da Vill to ZI the nation, but your reason has changed my mind.

I don't think it's a big deal. Just ignore them and move on. That's what I do.

You should probably click the Report button to report that message to the game moderation staff.

As Ky just mentioned, one other idea would be to contact the alliance leaders of the nation in question, too.
