In the index it says:

Does this mean that if I have uranium resource and buy the wonder and 1 nuke, then lose the uranium resource, do I still get to buy more nukes, or does it create a barrier until I get the resource again?

You always need a Uranium source to purchase nuclear weapons. That is true whether you have a Manhattan Project or are in the top 5%.
