What is the correct limit of building these??
The Improvement information list quotes a max of 3, but when you try purchasing, it says a limit of 2 per nation.

The limit is 3 Naval Construction Yards. Is it limiting you to buying only 1 more? You do already have one perhaps that's why it's showing you can purchase two more.
Or perhaps you only have enough citizens for 2.
