Infra is calculated by adding all the miles of road, highway, rail, and waterways.
Tech simply can not be converted into a number, so it's been left out.
All stats are based on CN NS formulas, which is why nuke strength is so powerful.

Tech should be calcualted by number of patents IMHO. That would be 53521 vs 655 in terms of international filings in 2008
