Thats copy and pasted from my moon map display.

That's from the guide. So I believe moving my colony should cost a 10th of whats displayed above unless I missed something somewhere.

Sorry I don't see the problem. Your nation strength is currently 92,156.057. To relocate the colony costs ten times that or $921,560.57 which is what your moon display is indicating.

I believe he means the "[Relocate] Relocate Moon Colony and generated new citizen storage for $9,215,605.70. You will be able to move this facility again after 7 days" part.

But the section of the guide he quoted deals only with the formula/cost of relocating the colony, not with also generating a new citizen storage. Relocating the colony only gives you the option of generating a new citizen storage for an additional fee; it's not part of the relocation cost. The guide is silent on the cost to regenerate a new citizen storage except to say there is an additional fee on top of the relocation fee.

So it would seem that the fee for relocating AND the generating a new citizen storage is 10 times the relocation fee or Nation Strength times 100. I don't see anything anywhere to indicate that this amount is incorrect.

The guide I quoted says ANY of their moon/mars facilities for a fee of....

There is no specification of facilities that don't apply.
