Government to create incentives for private military research

Beogard: Today, the Savezna Skupština (Federal Assembly, or Parliament) approved a bill that would remove any remaining government control over military research conducted by private companies within the Federation, allowing them to independently do their R&D of military-grade equipment - so long as the Jugoslavenske Narodne Armije (JNA; Yugoslav National Army) was made aware of said developments.

"Less government intervention means more competition, which in turns results in more diversity - thus, more innovation.", said a Savezna Skupština member. "Plus, less government intervention signifies that more taxpayer funds can be directed to better purposes - such as education and infrastructure."

"We're sure that the bill will result in Jugoslavia becoming a hotbed for military research and innovation!", exclaimed an enthusiastic Slovene. "The JNA is technologically up to par with most of the world, but we can do better than that. I'm sure of that."

Several regional assemblies are currently debating on whether to create tax-free zones - where military industries and laboratories could establish themselves - in order to stimulate research and production.

OOC: I was apparently wiped and taken over from the map after less than a week of inactivity, but I haven't seen ANY RP taking place in Yugoslavia - not since I was "wiped" or since I was "annexed" - so I'll just continue as normal. If anyone has a problem, query me.

Yugoslavian Government Mobilizes

After the Ministry of Education came across several foreign atlases and none of them had Yugoslavia listed on the map, Minister Žarko Obradović told the Prime Minister to mobilize the nation, which he promptly did.

"This is absurd, it must part of some sort of global conspiracy.", said Željko Komšić. "It can't be that so many different cartographers made the same mistake. I cannot understand WHY, though. Just the other day we were represented in a global economic forum with our Minister of Finances present. Well then - we'll let the world know that we're here."

All 100,000 regular army soldiers were mobilized and conscription was enacted, aiming to temporarily add more 400,000 men to the armed forces in short notice. All of the 2,000 K2 Black Panthers also rolled out of the barracks and the whole of the Airforce and Navy were also on full alert at their bases. Gun-bearing denizens were urged to load their guns and stock up while those who were not, encouraged to go to the nearest gun shop and purchase their own.

"We're not sure what's going on.", said an elderly Bosniak citizen, "But we are not ready to give up all of the accomplishments by the Yugoslavs. If us, South Slavs, managed to at last get along, then we will stand ready to face off any enemy. We've got the guns."

Military-Industrial Complex Kicks Into Full Gear

Belgrade: Military industries all over Yugoslavia are churning out more weapons, ammunition, tanks and fighters than they ever did before. Due to the reasons cited in the previous report as well as the seemingly arbitrary waves of colonization and warfare that has engulfed the globe, it was decided that Yugoslavia would further arm itself for the sake of itself.

The Ministry of Defense projects that both private and state industries will churn out at least more 2,000 tanks, 150 fighters, 100 bombers and 200 helicopters by the end of the year - while the Navy is still drawing up its projections. Because of the high cost of build-up, the Ministry of Interior has announced that taxes for private military industries would be slashed by 75% - the same would go for the resource industries, particularly coal and iron mines plus steel mills.

Subsided construction of new military industries have been taking place in the cities of Ljubljana, Maribor, Postjona, Zagreb, Split, Sarajevo, Banja Luka, Novi Sad, Belgrade, Nis, Pristina, Skopje, Pleven, Sofia and Plovdiv. Major ship-building sites would be Burgas, Koper, Split and Bar.

On the meanwhile, it has been announced that the Jugoslovenska Narodna Armija would be doubled in size by the end of the year as well, which would make the size of the Yugoslav standing army 200,000.

Ethnic conflict in Pristina leaves 23 injured

Pristina: The cause of the clash between Albanians and Serbs at the heart of the city of Pristina, Kosovo is still not 100% confirmed by the Pristina Police Department, but it has been generally assumed that an argument between two young adults (a Serb and an Albanian) inside a bar resulted in a fistfight and instead of attempting to separate the fighting men, bar customers instead joined in and increased the magnitude of the brawl. The bartender called the police and the nearest hospital, but by the time they arrived the fight had escalated to the point of involving dozens of people and several objects including bottles and furniture being used as weapons. After a few minutes most fighters left the bar and continued the brawl in the streets, causing significant external damage to other businesses.

"It was crazy.", said Petar Vasilev, the bartender, "There were these two young men arguing over debts, and suddenly one of them threw a punch at the other... I immediately ordered them to call it off and walked towards them, but by the time I got there there were like a dozen people going at each other... you could easily tell that Serbs took the side of the Serb man and Albanians took the side of the Albanian men... granted, they were all drunk but they clearly were waiting at an opportunity to make each other bleed. Next thing I know, my place's ruined. Then they took it to the streets."

What the street looked like after the conflict.

Moments later, the police arrived. All of the participants of the brawl were arrested on the spot and taken into custody. Some were released after a few hours at the police station, while 22 (including the young men) were sentenced to fifty fours of community service as well as serving as having to work on the reconstruction of Mr. Vasilev's bar. Another 23 were injured and taken to the hospital, with 6 being moderately injured and 2 suffering concussions and broken limbs. They were all given the same sentence, to be served once they are released from the hospital.

"It is deeply saddening that a large scale fight took place because of ethnic reasons.", said Hashim Thaçi, Governor of Kosovo, "We will continue working with the Serbian and Yugoslav government as well as the Kosovar people to ensure that we can put our differences past each other."

Shipyards busy 24/7 from now on

Split: Inside the shipyards of Split, thousands of laborers as well as marine engineers, nautical architects and other specialists are helping assemble ships that will serve the Yugoslavian Navy in the near future. The scene is repeating itself in the coastal cities of Koper, Slovenia; Burgas, Bulgaria and Bar, Montenegro. All of this is part of the Yugoslav effort towards strengthening itself, obviously - although by now this year's deficit has reached historical records, most of the population thinks the expenditure will "pay itself off".

Submarines being built in Split

"Yugoslavia will once again become a respectable power - not to be reckoned with, but rather, be friendly with." stated Branko Vukelić, Minister of Defense "And to ensure that happens, our waters must be well-protected and our businesses aboard, able to be defended. I think that is worth an investment of roughly $20 billion - and our people land jobs, too, and our industries produce more."

"All of this building up has done well to our country, I think.", said Serj Petkovic, a worker in Split's docks "We were doing pretty badly off, unemployment was high... and now pretty much everyone has a job and a decent wage. We will be able to improve our lives and learn more, which will help us secure jobs once these ones are gone."

The total amount of ships being built are forty, which would more than double the size of the current Yugoslav navy - out of those, five are going to be aircraft careers and a classified number of landing crafts, frigates, destroyers and submarines.

Macedonia Blossoms

Skopje: On the more peaceful side of things, Macedonia has posted the highest economic growth out of all constituent countries of the FYR since the formation of the Federation. Many attribute such growth to the comparatively cheap labor, as well as its Prime Minister having the more businesses-friendly policies - such as featuring low regional taxes for the middle and upper class, not enacting minimum wage laws and fending off union influence from the regional government. Aggressive marketing by resort cities (mainly Kežovica) and its businessmen have increased the popularity of Macedonia's thermal lakes, extensive forests and breathtaking mountains and peaks, bolstering both internal and external tourism.

Pictures such as this one have increased foreign desire to visit Macedonia

More money flowing into the nation meant higher wages and higher loan availability, meaning more people could afford to purchase their own residence - recently, a construction boom in Macedonia's major cities (chiefly Skopje) have further enlarged the economy and is altering the traditional Macedonian landscape, paving the way to modernity.

Marijuana Legalized!

Sarajevo: In a sudden and shcoking move today, the Savezna Skupština has overwhelmingly voted in favor of a bill (also known as Y240)that would make purchase, sale and consumption of marijuana no longer a criminal offense as well as the legalization of the cultivation of any cannabis species (except those with excessively high levels of THC) in Yugoslavan territory. Skupština members justified the approval of Y240 as a response to the persistently high criminality level in major cities such as Sarajevo, Beogard and Zagreb, where drug-related crimes steadily climbed while other sorts of violations decreased - effectively causing little change to criminal incidents.

"Obviously, the fact that the (by far the) most popular recreational drug (marijuana) in all Yugoslavan nations is linked to most of the crimes indicate that its illicit status is fueling the crimes... a few grams can go for as many as 300 dinars thanks to the huge demand and little availability. Kids beating up or killing others for a bit of the drug yields monetary gains. Control of marijuana supply is a goldmine for any criminal organization. A lot of people that are just doing their thing and not bothering anyone ends up locked up and overcrowding our prisons with non-violent offenders. Well, no more.", said Željka Antunović, Skupština member (representing a district in Virovitica).

However, the decision was not met without widespread popular criticism. Various protests across Yugoslavia took place while Y240 was being discussed, and several riots erupted after it was made into law - rioters' main target were federal buildings. Several federal offices were heavily vandalized as well. More conservative municipalities have already passed ordinances banning the establishment of coffee shops in their jurisdictions.

"This is a shame to our country and society!", said a Slovenian protester, with whose sentiments much of the dissenters agree with "Drugs are NOT good and the federal government allowing weed to roam freely means that it endorses its consumption. Not to mention many more of our kids will end up as "blazeheads". We don't want that. Oh, and they didn't even consult the population before putting that moral failure of a bill forward. They know it'd get rejected. What the hell are they thinking?"

"I know the Skupština will get a lot of backlash for this.", stated a policeman from Zagreb "But it's a relief for us! We won't need to ram down doors just because a bunch of kids or hippies just want to have a good time - and soon enough, with gangsters that shoot to kill. Now, that'll be the real relief."

On somewhat related news, 5,000 JNA personnel plus several armored cars were dispatched to the municipality of Shkoder in neighboring Albania as the country's mafia almost certainly supplies the majority of the illicit cocaine, heroine and crystal meth that circulates around Yugoslavia (and particularly Serbia, Macedonia and Montenegro). Because of the apparent failure of Albania to put down the criminals or to even hear to Yugoslavan concerns, the country has decided to take matters into its own hands.

JNA bulks up and goes on the move

"It feels nice to see so many fresh faces willing to defend their homeland!", enthusiastically stated Army General Konstantin Popov. "Let's just hope we don't ever have to use them."

Popov's enthusiasm was a result of the Jugoslovenska Narodna Armija (Yugoslav's People Army) expanding to 300,000 personnel - still half as much of what the SFYR had before the collapse of Socialist Yugoslavia, but it is still an impressive number - particularly considering that each soldier is being equipped with the latest arsenal available and trained by veterans, many of whom have seen action multiple times (such as the Yugoslavan Civil Wars), ensuring that the plenitude of experience of the Yugoslavs is passed on to the newer ranks. On the meanwhile, factories rolled out more 500 Black Panthers K2 were produced, as well as a total of 100 more fifth generation fighters and bombers.

The next personnel milestone to be broken is old JNA's 620,000 number - expected to be reached within two months.

Albania occupied!

Shkoder: The JNA troops that had moved into the Albanian city of Shkoder not only found out that the sought-after mafiosos were much better equipped than expected, the state of Albania has virtually collapsed - as a result of almost a dozen governments coming into power in the last three years and all of them apparently failing at addressing vital concerns, municipalities began operating without any assistance or command from the central government, tearing the country apart into dozens of city-states. However, because each individual city was far too economically and militarily weak to assert control, criminal organizations quickly preyed upon those - retaining de facto control of daily affairs and possibly offering more services than the current government could ever hope for. Of course, said services are only a reality because the funding comes from the smuggling of illegal drugs and other goods into Yugoslavia - which has caused plenty of urban violence issues.

Considering Albania is in such a desperate situation, the JNA has dispatched more 50,000 troops as well as 100 tanks and employing air and naval support, this time to occupy the whole country and force the disintegration of the mafia then rehabilitate the nation's government - or leave it as decentralized as it is, depending on what the population decides.

IC: Massive fortifications in the Greek-Yugoslav border to be built

Skopje: After the Greek sneak attack against Yugoslavia, the Ministry of Defense has spared no time - immediately, a vast amount of concrete, steel, barbed wire, mines and turrets were moved south and construction on the massive barrier, which will extend all the way from Dalmatia to the Black Sea was started. The workforce will largely be composed of laborers who previously worked on building industries and other military-industrial sites a few years ago.

Classified

The fortifications will consist of three distinct layers - the foremost one will be the reinforced concrete and steel wall - which shall stand at 4 meters high and 1.5 meters thick - for every 50 meters there will be a guard tower - only to be fully manned during wartime, but a quarter of them will always be manned during peacetime and half of them, during war time. The second layer will consist of landmines, hedgedogs and barbed wire - being on average 50 meters wide. The third layer will simply be a barbed wire wall, with a large fortress surrounded by several smaller bunkers spanning throughout the extension of the barrier. Underground tunnels for communication will be built between the fortress, the bunkers and the guard towers.

Classified:

Since the collapse of the Greek Empire, the plans for the construction of the wall along Albania, Greece and Turkey have been scrapped. Now, the plan is to build the exact same system of fortifications along the Yugoslavan border with Italy in order to fend off any potential British threat. The resources have been re-allocated to Slovenia and construction has broken ground today.

Because the Italian-Yugoslav border is several times shorter, leftover resources from the construction of the old barrier have been deviated to the construction of even more military industries. Production of roughly 500 MK2 Panthers a month have brought the FYR to the 5,000 tank mark already - new factories to be constructed largely in Serbia and Bulgaria will expand the production to 750 per month, until the number reaches 10,000.

On the meanwhile, the JNA has finally reached a million men and the number of registered reserves is now five million (note: the majority of the reserves would solely fight in Yugoslavia itself or neighboring nations). The aim is to grow the JNA up to 1,500,000 soldiers in the next six months and stop there for a long while - the 50-odd million population of the country can only handle so much despite its nationalistic fervor.
