So people don't spy away your shiny investments (nukes). Also usually prevent random mischief from spy attacks being conducted upon to your nation

Spies are an incredibly valuable asset.

I'm agree with the gentleman.

Keeping 750 spies is IMHO mandatory (with CIA of course)

so people don't take and destroy your stuff and you can help destroy theirs. For example, before tech raiding you should use a gather intelligence operation to see if the potential target has a warchest.

The maximum spy count with a CIA and 5 intelligence agencies is 800.

50 - basic spy allotment that all nations have
5x100 - each intel agency allows another 100 spies
250 - the CIA allows an extra 250 spies

A small nation with a CIA and no intel agencies can have 300 spies. The CIA makes spies "hit" as though you have 10% more of them. 330 undetectable spies in a smaller nation can really surprise opponents very dramatically. smile.gif

Not very surprising, considering he can check spy odds before even declaring war.

It's rare for 10K nations to do that.

Anyone intending to use spies is likely to check their odds before declaring war.

True.

The people who this affects are typical 10K raiders who just declare war and then a couple hours later start bawwing about being stuck in DEFCON 4 and getting quadded. smile.gif
