In an effort to begin rebuilding things damaged during the recent civil war, as well as those which fell into disrepair the following programs are being put into effect.

Infastructure

Technicians will comb each of the city super structures across the Citadel looking for issues beginning with Wellington, and extending outward across the the current holdings. Cities are to be repaired to their original and full extent. Moreover new projects will go into effect to upgrade former systems.

Areas & Projects of Priority

*Public Transportation systems need to be repaired, and improved upon allowing not only the transportation of people but freight as well. Intra city transportation systems deriving from the industrial sectors of each building will be expanded allowing easy movement of economic resources.

*A dominion style hexlev system is to be set up as an inter city transportation system for both people and freight. These will in the short term link the cities on Zealand proper but in the long run connect all cities of the Citadel.

*Electricity, nuclear fission systems are to be taken offline and repaired, they will be maintained as back up systems.

*The existing space based solar array will be upgraded and repaired to provide electricity to the region.

*A de-centralized power grid is to be set up connecting all the islands presently belonging to the Citadel creating a simple fail safe in the event of either deliberate attacks on electrical infastructure, or tragic accidents.

*Volcanic islands are to be tapped for geothermal electricity.

*Zealandia Seafloor mining operations are to continue, and all seabeds within the EEZ of the Citadel are to be exploited for there mineral wealth.

*Dormant defensive systems will be repaired, and restored to activity.

*The automated industrial sector will be repaired and restored to full activity.

*New military equipment to supply our soldiers will be created.

*A new navy to replace the one decommissioned by Artemis.

As much of the economy was heavily damaged during the rebellion, by decree number #1 of the Triumvirate the means of production are to be nationalized and overseen by the state bureaucracy. All working citizens or those hopeful for work are or will be employees of the state.

Update on Southern Island: Deveraux and his forces have captured nelson. Former the former New Zeland government has surrendered and the Aotearoan forces have full control of the island.

In the interest of razing a professional military to defend the Citadel an initial policy of constcription is to be issued along with a national census which is to be taken in all due haste.

All able bodied men are to report to their local baronies for inspection and potential selection for service. Those selected for testing should be willing to cooperate in a series of physical fitness tests, standardized IQ tests, as well as submit a genetic sample.

A full scan is to be done of future soldiers looking for precursors suggesting a pre-disposition for an athletic lifestyle, intelligence, and a lack of genetic illness. Individuals who score in the top 20% of physical fitness with good genetic precursors and strong IQ scores will go on to become life soldiers in the military. Those with good genetic backgrounds will be monitored for future sources of both soldiers, and stock genetic material to inter-breed into the military class. The longterm goal is to produce an optimal stock population of genetically strong soldiers.

Current and future male children of those drafted will go into premilitary education, and be trained for a future in the military.

Realizing that formerly Prussian controlled Samoa is now in anarchy the Citadel is announcing plans to annex Samoa.

A garrison of troops will be sent to help transition the region. As it is a former territory controlled by our predecessor state little to no construction is needed, and defenses are already in place.

The New Navy is presently 30% completed.

Individuals reported to their local baronies on the day of service selection. Selected individuals were tested, and samples were collected. Analysis is now being run to determine optimal candidates for future service.

Additional weapons from the previous regime have been added to the arsenal.

Today those decided to be optimal candidates for the Citadel military were drafted into service today and transported to a series of training centers across the nation. There they will undergo a one month boot camp and six months of additional training there after. The royal Marines are further going to serve as instructors and officers until the new military can direct itself.

The Navy is now 80% complete.

Returning from the Haruhiist Empire late in the afternoon Devereaux entered the chambers of the Royal Council to find he had been the last one to arrive. As he entered the group paused in their discussion acknowledging his presence, but soon after another resumed. "Eh, we were just discussing the investiture; I assume you have been briefed on whats going on Lord Devereaux?" Devereaux looked up from his stuff expecting something else.

"Yes, I assume there will be some sort of ceremony then?" The other advisor looked at the Prince.

"Uh, well we were actually leaning towards just issuing a declaration. I mean it is mostly just an administrative change." Devereaux gave the group a credulous look, and looked at the Prince.

"Ryn," As he said this the other's revealed looks of dismay; a result of his informality, "do not make the same mistake I did. You are not ruling a bureaucracy; you are ruling a nation. When you control an island with 12 million people and four cities that is not an issue; but when you control tens of millions spread over the pacific it is; that is the reason I lost my land to my nobility. You have to understand, Ceremony and tradition are often more powerful than sword and law." Atrevier waved his hand, indicating he wanted to hear more. Devereaux paused, "You need to create a symbolic image in the mind of your nobility and your people. A "founding" moment or imaginary point in the past where you can derive your authority over them from. While objectively irrelevant, it will be an important glue for your society. That is unfortunately something a piece of paper cannot do." The prince nodded. "Ok, a ceremony it is."

Devereaux entered the Prince's office and took a seat in one of the two chairs before the desk. As he did so the Prince looked up removing his red military beret, identical to the ones belonging to the Royal Guard. "Nice to see you Thomas," Devereaux nodded, "what have you come up with?" Devereaux paused and set a black folder on the Prince's desk, letting it fall open.

"The investiture," he paused, "coronation can be held in this facility here, he pointed at the map. The central atrium, we can re-fashion it into a sort of temple cathedral; model it after a grecco-roman temple. As for the content of the ceremony; I suggest we draw from a particular pacifican cult; a fairly prevalent one; in it there is a theological concept called "The Mantle", which essentially vests total power in the state in so far as the state is attempting to preserve the lives and prosperity of the people. Its to a degree de-centralized however we can work out the details of that later.

We will begin with a sort of mission statement, given by a trusted advisor; followed by your entrance (wearing a white robe made out of Egyptian cotton), and the entrance of the nobility and important gentry. Once there you will take your place at the center of the atrium before an ovular alter. In the center of which will be a basin. A "priest" of sorts who we will select from one of the pacifican sects will bring forward a a large vial of purified ocean water and empty it into the basin. You will then wash your hands ceremoniously in the basin, and allow the preist to dry them. He will then lay an amulet around your neck representing "the mantle". You will be quickly clothed in the regalia of office by your attendants (it will be fashioned to incorporate the white robe beneath) and will from there turn around and face the representatives of the nobility who will pass you a sword, and then from there to a citizen who will pass you a scepter. Both of which will be set onto the alter. At the climax of the ceremony the Royal Councilors will approach bearing a crown and a signet ring bearing your seal. You will first take the ring and then the crown taking care to lower it onto your own brow before returning it. This will complete the official aspects of the process, and will fully symbolize your status above all others and with the full power of the people and "god" vested in you. The ceremony will conclude with each major noble (all of whom has previously taken their formal oaths to you) lowering their head and kissing your ring as you pass to leave the room."

Ryn nodded at the proposal. "Very well; put things into place."

The Ministry of the Interior's Educational Committee, and the Ministry of War's Office of strategic defense have announced a new program adding six months of basic military training and conditioning to the sixteenth year of all student education as well a month of part time follow up every year after until the age of forty five. This is designed to ensure the public is somewhat prepared for potential service in the armed forces should the need for a conscripted service with minimal training be required. Each year of trainees is divided into twelve "classes" and each class is assigned one of the twelve months throughout the year in which to receive follow up training at their local barony. This way no one month will fully deprive any industry of needed employees.

Moreover the OSD has issued a funded mandate requiring each city to maintain a fully stocked weapons depot with enough minimal level gear to equip at least 20% of the city's population.

In addition each weapons depot must have enough A-10's, claymore style mines, and general explosive material to service 2% of their population. Finally medical supplies, field communications equipment, and field ammunition conversion kits must be available to 1% of the population. Each city must also maintain a logistics plan for distributing said materials, and an internal command structure beginning at the archduchy and ending at the barony level for military and field coordination (should higher levels of command be cut off).

The MoI Office of Information has further implemented a propaganda campaign to build up longterm Pacfician nationalist fervor. The project includes historical revision, gradually shaded news, and a hidden educational curriculum to socialize the youth and future generations into loyal Pacificans. The primary goal and purpose of the project is to ensure that no other regime other than a Pacifican one bearing the legal legitimacy of the Crown can survive or be accepted by the populous. Beyond this primary goal however there is the interest of de-emphasizing class, and ethnic divisions as well as overtime phasing out the political significance of the guilds and syndicates. Finally a MoW handbook on insurgency strategy is to be maintained as a final recourse.

The election had been an overwhelming success, having expected much worse he entered the secure meeting room with a renewed sense of power, he was followed closely by Marc Stephens, and a few of his other party leaders. Already seated and waiting was his counterparts in the DSP. "I thank you gentlemen for agreeing to meet us so soon after the election" He began, taking his seat across from Ethan Kaiser. Kaiser had been ruined on his account, and now sat once more in the rubble of his own ambitions. "First, a statement of truth. You didn't lose because we had an advantage, you lost because our message is far more appealing than your own. Now it is a fallacy to say that there is any significant difference between your platform and our own, despite what we say in public; At the end of the day your people can vote for our policies without there being too big a crisis of conscience. No, the only real threat to either of us is the Conservatives who neither you nor I can support. Now we have a majority at the moment, but who knows what that will look like ten years down the line. So here is what I want, I want you and your party to disband and assimilate into my own, your chairs go to us, as do the loyalty of your members." Kaiser gave him a look of sheer incredulity.

"You expect me, to allow you to dismantle everything I have done? Absolu-" James Crown stepped forward from behind Kaiser, and rested a hand on his shoulder. Thomas smiled.

"No, I expect you to help me do it." Upon saying this Stephens stepped forward, and the door opened admitting half a dozen of Stephen's red beret's.

The Democratic Socialist Party is announcing today pending their landslide defeat in the parliamentary elections that they will be officially disbanding and assimilating their party, and their parliamentary into the Pacifican Nationalist Party's caucus; leadership with exception to James Crown have resigned. Despite initial uneasiness each MP has assured PNP leadership of their willingness to cooperate, and James Crown, informal leader of the former DSP, has issued a written letter explicating the rational for the assimilation, chief among them that "there is no true objective difference between either party platform, and that one movement is better than a divided two". As a result the 16% of seats garnered by the DSP is to be merged with the 52% garnered by PNP, making a unified 68% or 340/500 seat majority. Ethan Kaiser the former official leader of the DSP has not been available for comment.

Devereaux for most of his life had been a negotiator, it was simply something he was good at. He had always lived under the rule of another, his father, his tutors, and eventually Othran; so to compromise, and negotiate he thought was simply an adaptation. Regardless, there was nothing he enjoyed more than simply forcing his designs on others, more specifically those he didn't like. He was fairly sure he could imagine where Ethan was at that moment. The Royal Marines had taken him, likely to some subterranean prison with three or four of Stephen's doctors, and bio-chemists working on him. By his own calculations, by that moment Kaiser was probably so lost in the layers of psychosis he wouldn't even remember who he was if asked. "!@#$@#$ !@#$%^& deserves it..." He thought to himself as he made his way to the Royal Apartments. Nonetheless he had to relax; the King had summoned him. Entering the door to Atrevier's personal suite, he found Ryn seated at the head of his lengthy dining table, and Allison standing in the corner across from him. "Your Majesty called?" Ryn nodded.

"Yes, yes;" he pointed to the seat to his right implying that he wished for Devereax to take it. "Thomas, you've never been formal with me before why start now." Devereaux nodded.

"What is it you wanted to discuss?" He asked as Ryn set down the piece of toast, and wiped his lips.

"Well let me just say, you did a great job this week, rather this year. You pushed through a Charter that secured a strong monarchy, you dominated the election, and you artfully forced the hand of the Socialists. Of any I have known, you are by far the greatest politician I have ever met; which is testament considering I don't think you have ever lived in a democracy..." The King laughed.

"Thank you." Devereaux smiled.

"That being said I would like to confirm what I think you have earned. Your charter creates the office of High Magistrate, and I can think of no better person to serve me as my political representative in government. Thus I would like to appoint you?" Devereaux paused for a moment.

"Of course." He said finally, feigning humility.

"Very well then." The King replied. A few clerks, and lawyers entered from one of the side rooms, along with Stephens and a few of Devereaux's own associates. "The bond between Magistrate, and King is a personal and private one, something not for the public or even the Parliament to see, only to be told." One of the lawyers removed a folder placing it in front of Devereaux, "Something for the courts." he said letting Devereaux open it. Within was a single page taking the form of a letter to Parliament. It informed them of Devereaux's appointment to the office of High Magistrate, and his effective status as Speaker of Parliament. At the bottom was several blank lines for witnesses and a place for a royal seal. Having read it, Ryn offered Thomas his ring'ed right hand. "I offer you my prerogative as a King, and trust as a human." Devereaux again hesitated not accustomed to the subservient displays of superiority, realizing it was silly be bothered by he took Atrevier's hand and kissed the signet ring.

"I offer my loyalty." Devereaux said before reciting the formal oath of allegiance. Once he concluded Ryn lifted a warm container of wax and poured it onto the circle for the seal. Allowing it to begin to solidify he pressed his signet ring into it leaving the royal seal. Lifting his hand he removed the ring, and slipped it onto Devereaux's own right hand.

"The Nation is in your hands." He said before handing the letter to the Clerk, and dismissing the group. After Devereaux, and the witnesses had left, Ryn turned to look at Loraine who was still standing in the corner. "Well?" He asked. Without responding she turned and left the room.

The vote occurring mostly along party lines with the Nationalists supporting their government, and the Conservatives opposing a majority has affirmed an Act proposed by the High Magistrate annexing the Kerguelen Islands/Mc Donald's islands taken after the fall or Roachin. The act also approves funding for the MoI to commence in the rebuilding of the original Kerguelen/Mc Donald set up existing before the fall of the Dominion.

The newly appointed High Magistrate led the opening day of Parliament acting as its speaker. After the seating of the parliamentarians he delivered a speech outlining the legislative agenda for the next ten years, and discussing various problems which ought to be addressed by the government. He moreover announced his creation of Five Magisterial Offices, and the subsequent re-organization of the state bureaucracy under them. (Each was further appointed to the Royal Council.)



The speech concluded with the Magistrate calling for the enactment of his proposed tax structure, and the funding of the new bureaucracy.

It had come as a bit of a surprise to Devereaux when his naval Chief and Minister of War told him that they had prepared a weapons demonstration to congratulate him; he was even more surprised when he saw the ship they intended to test the weapon on. Standing on one of the observational decks built into his apartments he peered through the telescope that had been adjusted for him. In his sights was a ship bearing an odd resemblance to an Imperial Union aircraft carrier, it even had an IU flag waving from its mast. "Is that..."

"No, its just a replica, we towed one of the half scrapped GA aircraft carriers out there after making a few armoring modifications, and altering its appearance. Should be more heavily armored now than eh... about any craft to be honest, of course its lacking all the internal components." Devereaux laughed to himself.

"Well you all out did yourselves."

"Thank you sir."

"May I ask why though?"

"Heh, well they are a rival; and I wouldn't say their alliance with Furon, or their anti-colonial policies are too friendly to our position either." Still enjoying himself Devereaux finally replied after a long moment of observation.

"Just make sure the flag is taken down before the test." The Admiral nodded. After a short while the flag was taken down and the crowds of sailors evacuated on a series of smaller craft. Once they had cleared the Admiral spoke again.

"Today we are demonstrating one of our already existing weapons the KE-25 Lance about an hour ago the Lance was fired into low Earth Orbit it is now making its final pass and will shortly be firing its retro rockets. The great thing about this weapon is its cheap, and its near impossible to stop. We are talking about a 10cm/4 meter missile who's body other than its additional thrusters is essentially solid depleted uranium. Once in orbit it can remain there for months, or even years for the most part impossible to really track or see, and on a whim it can be reactivated and directed at any target on the surface. In this case our dummy ship. Once it starts falling its thin profile limmit air resistance and give it a high terminal velocity thus maximizing its kinetic energy. As a consequence of its speed, its profile, and its composition/density any attempts at interception are essentially useless as the interception will either miss, or be ineffective at altering the direction of the denser body, or damaging it." Devereaux nodded clearly impressed, "Alright sir one minute in counting."

The Lance accepted the new trajectory and its on board computers fired its retrorockets and began to decelerate. Increasing its pitch it slowly began to arc, adjusting to its new coordinates. Once locked in its rear rockets fired one last time rapidly accelerating the body exponentially increasing its Kinetic energy. Exhausting the last of its fuel, on cue it jettisoned the engine component turning the craft into a solid mass of super dense depleted uranium. Traveling at over 1500 m/s the mass rapidly closed in on its target.

In a flash Devereaux looked up to see an arcing fireball cross over his position; still in awe he soon after felt the riveting shake of the sonic boom produced by the lance. As it closed in on its target at a speed faster than any craft he had seen before, the fireball surrounding it only seemed to intensify into a white hot sun threatening to blind him. And at once this sun seemed to evaporate as it impacted square in the center of the ship leaving in its wake a devastation unexperienced in any conventional weapon before it. As it diagonally sliced through the interior of the boat he could see the Kinetic forces distributing throughout the craft violently shaking the outer and inner hulls threatening to split them in two. The leviathan let loose on the craft at last impacting the thick lower hull tearing a hole through the once impregnable armoring and leaving in the bottom a hole much larger than the one it entered through. As the lance shattered upon impact with the sea the remaining energy still within it quickly flash boiled the water around the the ship. Much as a geyser might, a thick plume of scolding water and super heated steam shot out of the ship deck shrouding the entire view in a mix of noxious smoke, and vapor. Unable to move Devereaux continued to fixate on the craft in its last moments as the shell of a ship slowly slipped beneath the blue. "Oh my..." The Admiral let out a loud laugh as Devereax stood to face him.

"Its what you don't see thats even more amazing. You see, in that split second, just before it punctures the outer hull the forces at work are so powerful that anything and everything within that craft, every person, every computer, and even every blast door are literally ripped and vibrated apart. And of course as the device blows out the back of the ship it only proceeds to flash steam literally everything within the ship. If that boat had a crew, and everything else a normal ship has, nothing would be left alive... intact." Pausing Devereaux stared off into the horizon.

"And if more than one were launched?" The Admiral shrugged.

"Is it even a question?" Devereaux shook his head still in amazement.

"Beautiful..."

OOC: Rods from god were banned. <__<

OOC: Its not a rod from god; its just a missile made out of depleted uranium; there is no geo-stationary satellite to drop them, and no defense system that utilizes them; its just another anti-naval weapon. While that may fit into a stretched definition of a "rod from god" its not the one that was on the mind of the original framers when they created the ban (at the time they were mostly targeting people like shan and sumeragi who made RfG systems the center piece of their defense networks). Meaning I wouldn't apply the ban itself to this weapon in question as I don't think its targetted by the ban.

Moreover there is precedent for this exact weapon being used without controversy or challenge as it was simply a legacy weapon of LVN's, if he was able to use it in his own wars in the same capacity I am I think I am fully within the scope of fairness to do the same. Eg if the ban wasn't applied then it shouldn't be applied now.

In addition the concept itself is easily physically possible as well as technologically possible so placing a ban on them is no different than banning nuclear weapons, pure EMP warheads, railguns, or FoAB's simply because they are a bit more powerful than the average bomb (not to mention some of them boarder science fiction); in that regard I find the ban itself illegitimate and unfounded.

Finally this isn't a rod from god its only an aspect of what could make up a RfG system. Its just another way of delivering a rail gun's round much the same way that a missile is just a way of delivering an artillary shell. There is precedent for bans such as this not applying in such cases where a particular technology falls between the norm and the banned technology itself. While mecha's are banned less advanced walkers are still allowed (lavo/KM). Therefore while Rod from God systems are banned, less advanced KE missiles should still be permitted.

That being said I don't really care if there is a ban legitimate or not, I like the idea, and the RP. I'll use it if I want and if someone wants to challenge me in its use within the circumstances of how I use it, and when I use it then that will be for them to do.

Not to mention if it really just bothers you on some deep level, I can always take away the LEO capabilities and simply make them a mid-long ranged anti naval missile. In my mind the question of LEO, or no LEO is really the only one that MIGHT qualify this as some kind of Rod from God rather than just an alternative to the rail gun, but even then I really don't think so as in my mind a true RfG system is indeed an orbitally based weapons system. Not to mention its an internal RP which means bans like this don't apply. In so far as I don't use it in a LEO capacity IN COMBAT (or have the permission of the person I am waring with to do so) it doesn't really matter.

OOC: You're ignoring the larger point: no weaponizing space, but if you're willing to make it non-canon unless mutually agreed (assuming I'm reading the last paragraph right), no objection here.

OOC: There is no OOC ban on weaponizing space (though there are some informal IC ones) And if there is and I have missed it somehow then it doesn't ban instances such as this. Whenever we launch ICBM's of any kind we are effectively launching weapons into orbit as low orbit is the only way we can achieve the distances required for a missile to truly have an unlimited range. At the very most all I am doing is launching an ICBM into space and rather than having a warhead its just a solid body of depleted uranium. That being said I also already mentioned that I don't intend to use them in a LEO capacity within the context of PvP war (unless pre-arranged).

Also if I do use them in a LEO capacity (such as this) it won't be noncannon, it will be cannon. Assuming it is decided that using them in a LEO capacity does indeed somehow constitute a Rod from God, bans on particular technologies that are deemed "unfair" for whatever reason can be sidestepped if the use of them doesn't effect anyone (other than yourself), or if they are consented to by both parties involved (example Super Soldiers). Which means even though there is a ban on rods from god if my enemy in a war agrees to allow them then the ban itself goes away. The only bans that cannot be sidestepped in this way are ones where a technology is physically impossible. But I wouldn't even really consider the ban to apply anyway (http://forums.cybernations.net/index.php?showtopic=68008&view=findpost&p=1947259), so until that is actually established the question of consent or internal vs external RP doesn't really even matter.

OOC: Let it be. Its an internal thing, and iamthey is not going to abuse them in any way, shape, or form. Just like how I don't abuse having access to zombies; in the conflicts that include them, all affected parties agree on that player using the weapon (i.e. me using a zombie disease to zombify the enemy).

OOC: Yes, actually, there is. It's been in place since about December.

OOC: Ok that applies to weapons platforms, ships with weapons, and orbitally based super weapons (sun guns ect). That doesn't apply to ICBM's, and again even if it does outside of my internal RP I won't be utilizing them in an ICBM capacity anyway.



OOC: A rod from god is specifically a space based weapon; in so far as this doesn't exit the atmosphere or go into space it doesn't qualify. Moreover I would say that rod from god is explicitly a space based weapons system not simply a warhead or missile in it of itself. So unless you have the explicit ruling on the part of HK which does indeed stretch the ban from not just a ban on orbital bombardment platforms to all forms of orbital bombardment I think thats really just speculation. Nonetheless, I have already stated that unless an opponent consents to their use as an orbital weapon I would only utilize them a simply a long range or mid ranged missile. (So that just removes the potential for an unlimited range). Otherwise we would need to also ban rail guns, or any kinetic energy weapon as they have the same basic effects.

OOC: I wasn't arguing against you using this (honestly, as long as both people consent you can use whatever you damn please), I was just pointing out that weaponizing space was banned a while ago.

OOC: Well it would only be used in the Low earth orbit (the arguably Rod from God) capacity with the consent of all parties. But I still intend to use it as just a mid range/long range missile that does not enter orbit or go into space. As a rod from god is basically another word for orbital kinetic bombardment; as long as it doesn't go into space/orbit the ban isn't referring to it.

The approval of parliament the High Magistrate declared today that as a former territory of our predecessor nation, and a pacific isle (falling under the jurisdiction of the Pacifican Dominion); the Galapagos Islands formerly belonging to Diberia would be annexed by the Citadel. The islands local administration will undergo a period of reorganization and special elections for parliamentary representatives will be held. In addition military forces will be dispatched to enforce the resolution.

Diberia still controls the Galapagos Islands and still exists.

IC: Our intelligence says otherwise, but of course we will send an envoy to the mainland and assess whether or not that is the case. If they are still indeed stable we will be happy to apologize, and withdraw.

OOC: Sorry about this additional OOC, but that particular circumstance isn't possible (...with the Diberian government, your country can still say it contacted Diberia though, being it be an IC announcment). Diberia is known for its zombies because its full of them; of the Diberian population, there are about 400,000 people left, and their all in the central part of Diberia. And they've been fighting with a rogue company for the past IC decade, so any aircraft coming their way may be shot at with AA fire. Then there are the Imperium forces activly at war with this company.

So I don't think they could actually make contact . /OOC

OOC: I have nothing to do with 'them' plotters, as seen on the IRC channel. Don't bother with further RP concerning Diberia if you do not wish to (I don't really wish to because I wish to do other things than this, no offense). I just wanted to make sure you knew the situation in Diberia . The Diberian 'Government', or more rather a monarchy with the most powerful groups from foreign and abandoned soldiers holding control, with Diberia's old and ignorant king still in control, did not respond due to a distinct lack of communication equipment, as well as Aperture-owned camouflaged jamming stations to jam whatever communication devices the Diberians had. This was primarily to stop them from contacting the Holy Imperium of Man, which they planned to use to destroy the "Rebellion" (aka the Diberian Government). This also stopped 'unnecessary' communication to the outside world.
