It has to be +$3, because the 5% pop. is way too much ,and doesn't make sense. Plus it's easy to overlook mistakes in the alt text of images, and not in the info index.

It originally had 5% population in there as a place holder while we ran the numbers.

Upon running said numbers, as destro alludes to, 5% was waaay too much, so it was changed.

The mouse over just seemingly hasn't been updated yet to reflect the change.

It is "+$3 citizen income if nation has Affluent Population". The mouse over has been corrected.
