Ok I have 4 aid slots currently in use and I need to send out another 3 mill but it is not letting me and yes I do have the Foreign Ministries improvement so anyone know what is wrong

Do you have $3,000,000 surplus? Did you input the correct amount, and didn't leave the field blank? Did you type your password correctly? Are you sure you are aiding someone other than the four you already are involved with? What browser are you using (have you tried other browsers)? Are there any errors messages you are receiving when you attempt to send aid?

Pay teh bills?

If it is this, it should say: "You must pay your bills before sending foreign aid." where the Confirm Aid Offer and Submit Foreign Aid buttons are normally. Is this the case for you?

Does the target have open slots?

In this instance the message that should show up is "That nation has too many active foreign aid agreements at this time. Please wait until these agreements expire before attempting to send aid."
