The above is the case, but the nation in question is not in anarchy (yes, they were only just sent to below 10% soldiers).

So far as I understand anarchy, if you are reduced to below 10% soldiers by ground attacks, you are sent into anarchy, no?

The nation in question is:

He should be in anarchy, maybe his citizens isn't that high at all, but it could be a bug.

You can see in the screenshot what his total supporters are, and from that and his soldier count, his working citizens count can be easily calculated.
His soldiers are waaaay less than 10% of his citizens.

I wish my nation did that...

You have to be attacked (or defeat alerted) while you have below 20% troops to be anarchied, otherwise nothing happens.

Edit for details:

Anarchy by just pulling up the battle odds screen occurs when an attackers odds are greater than 95% and there are no deployed troops to auto return to the defenders home. Anarchy due to soldiers below the population threshold occurs during battle. Someone needs to attack the nation to force the anarchy. The reason for this is because in the second scenarisold some troops to pay their bills putting them below the population threshold but they still have enough soldiers defending to put their battle odds above 5%, therefore a battle must occur to anarchy them.

A lack of a defeat alert message means that the defender has already been issued a defeat alert that day by someone else.

So what you're saying is that all that was needed for that nation to be put into anarchy from there was for someone to bring up the Battle Odds screen?
Wow.
We know for next time then.

I'm pretty sure that his extremely high soldier efficiency multiplier has something to do with him not falling into anarchy, as it's the main thing that often keeps me out (falling well below 10% in terms of raw soldier count - as you said).

I would probably put all my eggs in this basket. Maybe he's such a harsh dictator that his citizens wouldn't dare rebel. tongue.gif

I would assume that it is the high soldier efficiency aswell.

To my knowledge, the efficiency isn't the issue. You have to win on a ground attack with your opponent having 5% or less to send them into anarchy. You can however self-anarchy by overdeveloping or having less than 20% soldiers.

However, just having less than 20% won't do anything than hurt your happiness. (Hence how when you join the game, you aren't shot into anarchy when you buy your infra without any soldiers).
