It relates to ingame actions/suggestion but it isn't a "gameplay" suggestion, and while it isn't an appeal it does deal with a "warn" but since it is in game it doesn't go in the appeal forum (which is for forum appeals only).
Basically, it is mostly just a "comment to the moderators" but there isn't a clear forum to do that, so I will post it here with a request that it be moved to whatever forum is most appropriate.

I figured it would be funny for him to get a message saying he had been spied on and was going to tease him. Hopefully 2 people are not punished for the actions of 1 idiot (me).
