I know these rules have been changed, after certain alliances abused the system by declaring fake wars on each other to prevent other nations from attacking their friends (happened somewhere near GW II if I remember correctly), but my question is, are inter-alliance military exercises still allowed or not? Currently certain alliances are developing one large training operation, which will take place within a specific (short) period and where none of the alliances are engaged, or are likely to be engaged, in conflicts with other third party alliances. Furthermore, this exercise is supposed to be an exception, and is in no way ment as war-slot filling, but will be solely concerned with improving military organization skills of several alliances.
I would like to know the answer, or if it is possible to request permission after close communication about the exact details of the operation and the exact period. Rules may be that any other nation which is already being attacked by another CN player, or is attacking another CN player, are excluded of participation, to prevent individual abuse. I thought I'd better ask this before 700 nations are deleted
