Its 24 hours + whatever time is required for it to hit the next hour.
So if you declare between 10:01 to 10:59 am one day, you'll need to wait till 11:00 am the next day. (Not sure what happens if you declare exactly on the hour)

So you're saying, It's in fact a 25 hour waiting period? Well of course... I should have known when it said "You must wait until after 24 hours after declaring war to launch nuclear weapons." that 25 hours was actually implied.

It's not 25 hours exactly... It could be anywhere from a 24 hour waiting period to a 25 hour waiting period, depending on when you declared. This is also for standard edition, btw. It used to be that it said "you must wait 25 hours until you can fire a nuke" but for some reason it was changed to 24 hours recently. ("recently" being used loosely). This isn't exactly a bug, but the 24 hours thing is not entirely accurate either.
