Currently, the formula for GRL (or at least what the Information Index says it is) is the same as in Standard, only with a much larger cap: (total nations hit by nukes * 300) / total nations, with the same 30 day period (half the TE round) as in SE.
With an average of about 3,000 nations in the game, all it takes is 100 nations to be hit in a 30 day period and the GRL is maxed out at 10. That high of a GRL really destroys any nation's environment without Rad Cleanup.
I'd really like to see the formula adjusted a bit to: (total nations hit by nukes * 100) / total nations, with the period of calculation only stretching 10 or 15 days, instead of 30.

Yeah it's pretty ridiculous when only 3% of the nations need to be hit in half of the round to basically destroy everyone's environment. I suppose it's realistic, but I think the point of TE is to have fun and not try to be super realistic.

I agree with Borimir, if TE tinkers with the cause I see no reason why it shouldn't tinker with the effect.

The suggestion has been implemented. The new formula is [(total nations hit by nukes * 100) / total nations]
