His name is Specops or something he told another alliance our leader would quit, when he isn't, he needs to be delt with swiftly and without mercy! I was expecting something far more informative with all the capitalization in the title.
Since you are obviously somewhat new to Planet Bob (considering this is a pretty common mistake for new people), let me explain how this works.
1. Mercenary for hire = bad - This includes ones your not paying. It usually leads to frustration and sometimes they can use it against you.
2. Get a protectorate - By judging your post, and the fact that your asking for someone elses help, I'm going to guess you don't have a protectorate. Get one. They can keep other alliances from attacking you, and give you aid and stuff. Most importantly, they can help you deal with rouges like the one your talking about in your OP
3. Do your own dirty work - It's not other people's jobs to take care of your rouges. Usually, you should do that yourself, and then be happy if someone else attacks him while you are anyway. Or, since you said his alliance is involved, maybe they can take care of him. Also if you have treaty partners, then sometimes you can ask them if you don't have anyone in range, but for the most part, this sounds like an internal problem, so deal with it internally.
4. Try diplomacy first - I don't know the specifics of your situation, but please try talking it out first, it's always much easier and better for everyone that way.

Aside from your misguided ways of spelling "rogue", is what he described even under the same category? They want to go to war because Specops told someone that someone else is leaving. Whoop-dee-friggin-do.
