Out of random curiosity, and I'll admit partial ignorance as to your governmental structure:

Is it merely coincidence that every Minister is also a member of the HC, or is that on purpose (meaning ministerial positions can only be filled by members of the council)?

It is just a coincidence, usually there are like 2 ministers who are not in the High Council, for example until Celt was appointed as Co-Chancellor and a HC slot had to be filled again recently SleepIB and I were only ministers, not High Council.
