Early this morning, I was attacked by 2 nations - 4 CMs, 4 bombing runs, 4 ground attacks - except that the last ground attack gave a defeat alert.
When I checked my nation I saw that I was in Anarchy, but I had a 63% soldier to citizen ratio? How is this possible?
I don't believe I overdeployed, because that would have been an instant anarchy at the time of deployment.
And I find it hard to believe that either nation could get above a 95% chance of successful attack when I still had 63% soldiers AND 4 guerrilla camps. Can anyone shed some light on this?

If your opponent has at least 95% odds you get a defeat alert, causing anarchy, regardless of your soldier percentage.
It would be possible to be anarchied even having 80% soldier count.

I was attacked by two nations twice my size.
Thanks for the responses. I think it's ridiculous that you can be put into anarchy that easily, but Admin makes the rules. *shrugs*
