Right now all his soldiers and tanks are defending (I can tell look at his nation page and defensive battle screen)
I'm guessing he still had the attack screen open from before my attacks and pressed to attack, and that's why he could even with nothing deployed and probably zero odds. I'm not complaining as it got me money, but it looks like a bug to me.
