I was at war with this nation, and after the second night I got him down to 19.6% soldiers, but got no anarchy. Another person attacked him and got him down to exactly 4.4% soldiers. Still no anarchy. He re bought soldiers and no anarchy of course. We both attacked him again tonight, and what do you know? He's down to 5.8% soldiers and no anarchy. Finally, he was nuked and that got him into anarchy.

Anarchy is caused by deploying or selling soldiers with under 20% at home, or by someone trying to attack you with 95% or better odds. This was changed a few months or so ago.
KaiserMilch
Ah, that makes sense I guess. I never saw the change log, and it isn't in the record, but problem solved. Thanks SleepiB.
ender land
He probably was above 20% soldier efficiency?
Azaghul
If soldiers are brought home to defend (that bring them back over 20%), that could also prevent it.

Are the battle odds calculated using deployed troops only? This would make sense if someone is attacking, but if someone is defending, shouldn't the battle odds include the forces defending as well as the forces deployed?
