Basically I got into some tech deals and I overspent after being left without a trade providing discounts, so I raided a couple of unalligned nations to gain back the tech that I couldn't afford to buy in time.
However, I was then declared on by several members of "Union of Communist Republics " under the guise of a doctrine known as: "Unaligned Communist Nation Defence Doctrine".
I was then attacked, by a member of the alliance "USSR". This member was not at fault, he missed the message about not declaring. Now...He had never heard of said doctrine.
May I ask exactly what right they had to declare on me in terms of doctrines and treatys?

The doctrine would be the... "Because we can" doctrine. It's used against people in one-man AAs. They just tech-raided you under the guise of an actual purpose. Just get yourself an alliance and things like this won't happen to you.

I am in an alliance, albeit a small one, and they have pretty much abandoned me.
Are their actions enough to get them sanctioned?

In a word, no, mostly because none of the team senators really cares enough.

I'm just going to keep an eye on the alliance and see what they're up to in regards to wars, for the time being then.

All doctrines are as 'official' as their backers are prepared to enforce them. Yellow No 5 was 'official' while FAN and GOLD were powerful; the GOONland Security Act was officially in force right up until GOONS' disbandment, as far as I know, but in terms of having to pay attention to it, it stopped being 'official' when GOONS couldn't hold a senator.
In this case it sounds like a throwback to the old anti-fa 'solidarity of the left' doctrines. I believe at one time a similar doctrine was officially held by the LSF, and although that was stopped as part of a surrender a long time ago (Maroon War?) it appears to be the current policy of this UCR.
To avoid getting hit like this, either (i) don't tech raid or (ii) hide behind a larger alliance while you do it.

Why aren't you in a bigger alliance? Small alliances cannot protect you (as you have noted).

Never heard of the "i'm going to raid a couple of unalligned nations to gain back the tech that I couldn't afford to buy in time" doctrine either.

It doesn't matter what reason they gave for attacking you, you need to find a "real" alliance. Many (most?) raiders don't consider anything less than a twenty man AA to be a real alliance, you're just leaving yourself open to raids.
