Heh. That I have. Fortunately, at least one of the applications was easy to process. The guy answered "nothing" when I asked what would make him a good member.
Wee. I got three in-game messages asking about aid: one that asked why we didn't offer bribes like anyone else and wondered if there was a reason not to accept them, one that said the nation would join if I could tell him how to make money, and one that said the nation would join if Vanguard could offer $12 million in aid. I wouldn't mind seeing the first player apply, but the last two are better off elsewhere.

I'll leave the official Vanguard response to someone with more lore or a better spam detector. Wikipedia has an entry for Caw, but it's Canadian Auto Workers. Somehow, I doubt that's right.
