At the time, Sri Lanka is beginning to build a proper navy. However, there is a slight problem, one that we hadn't foreseen.
We currently do not have the capacities to build some of the smaller-sized ships our navy would require, wharfs and shipyards already tasked with building larger vessels.

We would thus ask to buy Littoral Combat Ships from you. Current estimates place the required amount at fourteen.
Please send us information about the cost, time needed, et cetera regarding constructing these fourteen vessels.

"If the configuration can be changed between missions, we would request fourteen packages for surveillance and reconnaissance as standard configuration, and ten packages each of the following, in order of importance:
- Homeland defense
- Logistics
- Mine countermeasures
- Anti-submarine warfare
- Maritime intercept
- Light anti-surface warfare

If there are further packages available that we have not mentioned, please inform us about them."

Before we sell you warships, we feel we must make inquiries with your foreign ministry in regards to the large population which you received from the nation of DDR. Further we have seen a strong overlap in personnel between the DDR and the former nation of Saboria. The DDR was hostile to our allies, and Saboria was openly disdainful of a reunited China. We believe their exact words were, "An asian super power, just what the world needs." We find both these attitudes highly disturbing, the latter borderline racist. We'd like to receive clarification on the exact nature of such a massive migration, who organized it, what are the fates of the organizers. Further we'd like to know about the incident several months ago about spikes in machinery and mineral purchases suggesting a fissile program in Sri Lanka. It was our understanding that you had fusion for power and the purchases suggest you had significantly more purchases than would be justified by a medical fissile program.

"Regarding the population from the GDR: While we believe it to be very probable that someone organised these migrations, but do not know who, why, or what their fate is. The former German citizens have largely begun to integrate themselves into Sri Lankan society.
We do have a program using fission power. Our three space stations are fission-powered, as well as certain assets on the moon. We also planned for fission-powered naval vessels some time ago, though we are leaning more towards attempting to use fusion for them by now. Researching fission and how to maximise efficiency was the target of starting the program, besides medicinal applications et al.
Regarding the 'strong overlap in personnel', we only know that former Saborian leaders Fjodor Leclerc and Lynneth Sarkara disappeared for years after Saboria fell, later somehow having come to Austria. We presume that both died of old age some time before the GDR fell.
We hope this satisfies your curiousity sufficiently."

"In regards to Germany, what we find strange about this explanation, is why would millions move if they didn't have some sort of agenda. It is our understanding that both Germanys were first world nations, and the standard of living would be little changed between the two other than the end of communist social safety nets. But it would make no sense if this was the objection to migrate to Sri Lanka which I've been told is a staunch free market capitalist nation, versus Martenism which is at least Third Way Economics."

"If you are referring tu nuclear weapons, rest assured that Sri Lanka's current policy is to neither build nor buy, or even use nuclear weaponry.
Reactors for research into fission power will continue to run, but the facilities to build them will most likely be closed or reconfigured. We are thinking about using the more efficient Thorium instead of Uranium for future fission power.
A thorium fuel cycle offers several potential advantages over a uranium fuel cycle including much greater abundance on Earth, superior physical and nuclear properties of the fuel, enhanced proliferation resistance, and reduced nuclear waste production. According to the results of our program, a tonne of thorium can produce as much energy as 200 tonnes of uranium, or 3,500,000 tonnes of coal.
If requested, we will send the uranium byproducts from older, uranium-based reactors to the UFE for recycling or disposal."

"This is a question we are unable to answer, simply because we do not know [i]why[/i] all these people came to Sri Lanka.
What we do know is that of the original refugees, almost 8% were sent back to Germany because they were deemed as subversive, potentially attempting to use Sri Lanka to reconquer Germany. However, the other 92% have at this time not shown the signs for this, and are in fact integrating themselves quite well into our society.
Perhaps they simply wanted to flee from further warfare or 'Nordism' or Martenism. Presumably, there was quite a bit of propaganda in either nation that claimed the other to be an abomination which could not be trusted?
In this we know as little as you, unfortunately."

We can build your units along with the necessary warfare packages and deliver them at a rate of four per year. Two of the mono-hull vessels, and two of the trimaran vessels. With the construction of the first block of littoral combat systems nearing completion the foreign ministry of the United Federation of the East transmitted a proposal to the Sri Lankans.

D) Either power may use this treaty to give aid in whatever form to the other power in the event that the second power needs assistance.

A) Both powers shall agree to respect the intellectual property laws of the other country so as it relates to goods exported from that country. B) A special commission on technology trade affairs shall be setup to investigate issues of patent fraud and violations. C) All trade marks and brand names shall be protected between the two nations, and shall include brand names obviously intended to mimic the brand of a more established firm. D) Both parties guarantee the other's firms easy and clear access to the legal systems of each other's nations to speedily resolve their claims. Allegations of corruption should be submitted along clear channels of communication to the respective Ministries of Foreign Affairs.

[b]Article III.[/b] Termination of this Pact

A) This pact may be terminated with 3 months notification to the other party. B) Intellectual property laws will remain in force till the expiration of patents in the country of origin. [/quote]

The ships would be integrated into the Sri Lankan Navy only days after their arrival, while the treaty would bring an update of the (publically available) parts of [url="http://forums.cybernations.net/index.php?showtopic=90652&view=findpost&p=2415679"]Sri Lanka's factbook[/url] with it.
