I collected my money, paid my taxes, and went to purchase tech with my remain money ($423,495.13). When I went to confirm the tech purchase, it stated that I did not have enough money, and that I only had $11,195.13. I did not gain any tech, I did not gain anything, and everything has remained the same. The only thing of note that I changed was my nations religion to conform with its "desires".

According to the game archives you had 242.5 technology before the transaction and now you have 252.5 technology. The technology purchase screen refreshes back to itself so the message that you got was telling you that you didn't have enough money to purchase technology again.
