[b]Article I-Niceties-[/b]
All member nations agree to be respectful to one another in public and private and resolve any disputes through proper diplomatic channels.

Article II-Functions of the ITF-[/b]

1.The Trade Federation is a union of sovereign nations to assemble for the right to preside & take part in discussion, vote, & action of international trade, business, & global economic policy; entrusted with the implementation, administration and operation of the aforestated.
2. The ITF shall provide the forum for negotiations among its Members concerning their trade relations in matters dealt with under this Agreement and any amendments or decisions which are to be called for by the ITF shall be voted on by all members.
3. The ITF shall administer the Understanding on Rules and Procedures Governing the Settlement of Disputes (hereinafter referred to as the “Dispute Settlement Understanding” or “DSU”) in Article IV to this Agreement.
4. With a view to achieving greater coherence in global economic policy-making, the ITF may cooperate, as appropriate, with the other major powers and economic agencies of the world.


[b]Article III -Structure of the ITF-[/b]

Power & legitimacy of the Trade Federation is derived solely from its member-states.

Of the global assembly, representatives from each respective member-state are entrusted with the trade & economic interests of his or her nation & equally empowered among all members, being seated in the Congress of the International Trade Federation.

Viceroy of the ITF will sit as speaker of the organization bestowed with carrying out the will of the representatives & maintaining that the Federation not stray from its function.

A Global Congress of all member-state representatives shall meet at least once a year. The Congress shall carry out the functions of the ITF and take actions necessary to this effect. The Congress shall have the authority to take decisions on all matters under the economic purview (setting economic policy), if so requested by a M-S Representative, in accordance with the specific requirements for decision-making in this Agreement and in the relevant Congress.

[b]Article IV-Dispute Settlement Understanding and the ITF-[/b]

Disputes pertaining to Trade Federation purpose, policy, &/or other specific aspects including feud amongst or, at least, involving ITF member-states must be settled in assembly, being recognized as a legitimate topic for discussion & subsequent action. All cases may differ so recognizing it would be near impossible to note them all, the assembly shall meet every issue in a way decided best fit. This is a democracy, after all.

[b]Article VI The International Trade Federation-[/b]

Section 1: The Global Congress will be the governing body of the Federation.
Section 2: Each member-state is represented in Global Congress.
Section 3: The Congress will rule on all issues concerning the Federation.
Section 4: The Congress will have no jurisdiction over the internal state & issues of any of its members.
Section 5: After an issue has been put forward to the Congress, all members have 72 hours to contact their governments and issue their vote before its conclusion after which following votes on the matter are considered an abstain.

[b]Article V -Amendments –[/b]
Any Member of the ITF may initiate a proposal to amend the provisions of this Agreement by submitting such proposals to the Global Congress

Article VI- Cancellation-[/b]
If the signatories of this treaty decide to remove themselves from this agreement, it is expected that a 72 hours notice be given prior to the official withdraw, during which all above articles will be upheld.

Article VII Ratification-[/b]

This document in its entirety is hereby recognized by the undersigned as binding law, entering into effect: January, 17, 2011.[/font]

Aegis, a Triumvir of Great Britain couldnt be the perminant representative, however, former Prime Minister, now a leading senator in the Treasury, Gordon Brown is the new representative.

Standing to address the Federation Gordon cleared his throat.
"Speaking on behalf of Great Britain, I vote yes to this ammendment, aswell as the 5% surcharge."

The Kingdom of Ireland notes that if the Trade Federation members add a five percent surcharge to non-members then the Kingdom will be forced to add a five percent charge on top of all other tariffs currently in place to Trade Federation members looking to trade in the Kingdom's market. No doubt, that will make the Trade Federation most uncompetitive in the Kingdom's large market.

The Empire agrees with Ireland, Athens, and Portugal, and postulates that we go a step further. Make this tariff perminant on all member nations of this Trade Federation. See how well they trade when their goods to some of the biggest markets are so expensive that no one will buy them. Perhaps this will put this misguided socialist attempt out of its misery.

I believe the 5% only applies to contracts placed through the Trade Federation? Member nations are encouraged to offer contracts through the Trade Federation first. All nations may bid on these contracts, however non-member nations will be charged/required to pay 5% more than member nations to encourage trade between Trade Federation members. The 5% does not apply to business conducted outside of the scope of the Trade Federation.

Claiming to represent the ICWE, several observers where seated amongst the many observers and members of the Trade Federation. A speaker addressed those in attendance, [i]"We represent the infuriated armies of Islam in our protest of this infidel establishment. Dominated and run at its very core by the Christian and Catholic church and its subservient men and nations to dominate our world trade, encouraging and enhancing the state of the world as it is- and It is wrong. A world where dominant empires continue to dominate and our voices are drown out. Let it be known that this day onward, being soldiers of our great cause, we are at war with this establishment."[/i]

One of the men revealed a handgun & fired several rounds before being apprehended by Trade Federation security. Their ICWE IDs would later be found to be false. The men would refuse to cooperate or reveal anything regarding their presence in the assembly.

TF security would see the men out of the building. As the calamity died down, Erich Honecker lay bleeding with a single gunshot wound to the abdomen. He noted to a man helping him up, [i]"There certainly is..a wickedness looming in our world...these are dark times."[/i] His wound did not appear to be fatal, but the event shook the entire assembly. New security measures would have attendees searched & screened more closely.

"How can you claim to represent infuriated armies of Islam when Islam is one of the respected faiths of the world? How can you accuse this organization of being run by some hegemonistic cabal of Christian and Catholic Churches when its very membership is a testament to its global and non partisan nature? Perhaps representatives of ICWE did not hear about the participation of Kingdom of Cochin which was represented at this conference by Dr. Syed Sharafudeen, the Minister of Finance? We fear ICWE has grossly misunderstood the nature of trade and politics in the world and we suggest you to grow out of a 13th century mindset." Cochin representative to Trade Federation would state.
