Consolidating North Pacific Harmony

Guam was one of the most important naval installations in the world, and certainly ranked amongst the most fortified. From here the United Federation of the East possessed the capability to hold off destabilizing naval presences from the Southern Oceans or the Eastern Pacific, however, increasingly it was becoming apparent that the United Federation of the East was not powerful enough to exercise the absolute harmony over the North Pacific that was required for global stability and the continued health of the world economy. With the fall of the North Pacific Commonwealth and J. Andres, that just left Greater Pacifican Hawaii to guard the UFEs eastern flank in the North East Pacific.

Field Marshall Ding had come here to change that. His invited guests would be arriving shortly to discuss the potential of expanded security ties and the formation of a more durable structure for peace and security in the North Pacific.

An unmarked government jet would land at Guam after several hours' journey. Upon arriving, a single, high-ranking Ursalian representative would proceed on to the meeting place. Once he had reached there, he would promptly greet Field Marshall Ding.

Representative Aaron Valcoste sat down on a chair as he prepared to enter into discussions with the UFE representative.

"Mr. Valcoste, welcome to the Island of Guam. Home of the 1st Carrier Group." Ding said. He showed him to the officers club where they would meet. "Mr. Valcoste thank you for taking this meeting with me. So far our nations have had very positive relations, and I hope that to continue. As you know from your recent dealings with our government regarding the purchase of fighters, trade is a very important part of the UFE economy, we believe it also will be for your country especially due to its richness in natural resources, therefore we would like to propose a pact to increase protection of trade in the Pacific region."

"I would be interested in structuring it along the lines of more traditional alliances, the kind seen before the Second World War. I would like to propose the following points:" Ding said. "Both nations will protect each other's interests in the Pacific and neighboring seas, bays, etc as well as the Alaskan, Yukon/Northwest, and Siberian parts of the Arctic Ocean. Secondly we will agree to share military base access for these areas. Finally we will make a joint assertion that we will protect freedom of the Seas in the North Pacific in the event that a third party threatens this principle." he said.

Valcoste remained silent as he mulled over Ding's statement. "[i]This sounds intriguing. This is certainly something the Kingdom of Ursalia and the United Federation of the East can benefit from. Do you have the document? I have been granted authority to sign treaties on behalf of the Prime Minister himself.[/i]" The Ursalian said as he took out a pen.

B. The signatories of this treaty will commit themselves to defense of all signatories interests in the bodies of water and neighboring countries defined in article A. C. The signatories of this treaty will provide military access to the bases of all these signatories in the area described. D. Harassment of shipping interests in the Pacific by any power which interferes with the interests of the signatories may be taken as a hostile act against all signatories E. Signatories reserve the right to restrict the deployment of strategic weapons by non-Pacifican powers in the Pacific Rim

A. Membership is open to Pacific Rim nations. B. New members must be admitted by unanimous consent of the signatories C. Should a signatory withhold comment on new membership for a long period of time after the other signatories have had a chance to discuss new membership, their vote may be considered as abstained and new membership may be granted. D. Signatories may withdraw from this treaty with one week notice and must give sufficient time and compensation for other signatory members to withdraw any assets in shared bases.[/quote]

Andrew Vern having said nothing to that point, looked over the proposed treaty. Seeing that all was in order he added the signatures for his own government.

In light of the URSRs collapse as well as the diminished capacity of the Greater Pacifican State, the United Federation of the East would like to propose extending invitations of membership to the Holy American Empire, Union of Malaysia and Indonesia, and the Union of the Southern Cross.

"If possible, Austria would like to apply to these accords. Our North American territory allows us access to Pacific Markets. We have a great friendship with the people of the United Federation of the East and strong ties to the Southern Cross Union and Malaysia-Indonesia would only help expand both our markets and diplomatic ties. I hope the current members of these accords find it beneficial to allow Austria to join and we await your reply with haste."

The United Federation of the East is favorably inclined to this once the business between our Austrian Friends and Pravus Ingruo allies regarding the territories that would constitute Pacifican Austria are resolved conclusively.

We support the applications of Austria, the southern cross, and the Union of Indonesia and Malaysia.

While the UFE appreciates the gesture of friendship from Selenarctos, we also feel that this treaty is principally a military and political alliance rather than a regional unity bloc. Therefore while we would welcome consulting with Selenarctos on specific issues or voting for Selenarctos should it choose to apply full membership, we are not in favor of granting observer status to any nation because we feel the primary functions of the bloc should be restricted to full members.

At this time our foreign policy and security interests do not extend to the Americas, hence our reluctance to sign a full member. Perhaps a regional signatory status could be implemented?

The Federation would support this on the term that any disagreements that Selenarctos has with parts of the PHA in the East Pacific be kept private. Frank discussion about policy within the bloc is of course strongly encouraged so long as it remain professional.

The Federation also votes yes on the Confederacy of American States.
