I have looked for some sort of announcement, so forgive if this has been answered elsewhere. Has there been a change in the aid stipulations. Before, you could not offer aid while in Peace Mode, but you could accept. You could offer aid while eligible for war, then put your nation into Peace Mode while waiting for the aid offers to be accepted. Some are reporting that aid cannot be accepted if the offering nation went into hippy after the aid was offered.

Are they mistaken, has there been a change made to the aid parameters or is there a glitch?

That was changed durring the last major war to prevent the exploit.
