Is there something I'm missing, or can just anyone automatically join any unsanctioned alliance they want to just by typing in the name, and nobody can kick them out?

Controlling who joins your alliance there doesn't seem to be a way to do this

There is no "block" from joining an affiliation, but if you are found often the alliance who's security you violated will not take it lightly. An example of this is the New Pacific Order, which has a special military force designated to remove non-members from the affiliation.

It wouldn't happen terribly often though. They would be vulnerable to attack with out the rest of the alliance willing (or unable) to back them up.
You don't have to let them into your forums either. They would have no communication with you and thus it would be a pointless exercise to join an alliance in that way.
