There's tons of ways. Get Water as a source to start. Check some guides as well.

Water is a major one, yes. Make sure your government position is set to no nuke's or energy through nuclear plants unless you are getting uranium, buy some land to thin out your population density (I think it does, I could be wrong), and I'm pretty sure tech improve environment. There's also the improvement border walls.

However, with GRL, your environment is going to be a bit lower, right now GRL is .99 I think

Realistically, nuke plants should make your economy better but add some additional expenses. More nuclear power = less coil/oil/gas stations spewing tons of crap into the air.

These will each improve your environment by half a star if they were not already selected:

For: Drug traffickers are crossing into your borders from all sides bringing with them narcotics and an assortment of recreational drugs. Many of your citizens are becoming addicted and have been unable to hold steady jobs which is both endangering your citizen’s lives and hurting your economy. What is your government’s position?

Choose: Our military has been positioned at all border crossings and is arresting all drug traffickers. Drugs are illegal in this nation.

and

For: The nation closest to your northern borders has experienced a disastrous economic failure. Hordes of immigrants cross over onto your borders seeking new jobs and opportunities. This new wave of job seekers could bring a similar devastation to your own economy. What is your government’s position?

Choose: What? Immigrants? Did our border guards fall asleep? Our nation's borders are closed to all immigrants.

I have already done both of those things, and I did not notice what action caused my nation's environment to go down. Thanks though.
