A New Order in South East Asia

The major nations of South East Asia hereby announce the formation of a new organization:

[b]Article I. Non Aggression[/b]

All nations shall not take hostile action against one another.

[b]Article II. Intelligence[/b]

All nations shall no engage in espionage or covert action against one another and shall alert the other of intelligence uncovered which is harmful to the other nation.

[b]Article III. Cooperative Defense Partnership[/b]

ASEAN is a Cooperative Defense Partnership characterized by two distinct obligations:
a. The ASEAN members shall cooperate to defend each other. ASEAN membership will treat an attack on one member as an attack on all members, and shall treat this obligation with equal weight to each’s highest treaty obligation. It shall not overrule other mutual defense obligations but nor shall it be overruled. ASEAN members may request assistance in any military operation but shall not be obligated to engage in non-defensive ones.
b. ASEAN members shall provide full sensor access to each all members to provide for the common defense. This shall be defined as Satellite, Radar, Signal Intelligence, and Sonar within the greater East Asian, Oceanic, West Pacific, East Indian, South, and South East Asian Region to provide for comprehensive defense against threats to peace and security of ASEAN.

[b]Article IV. Trade[/b]

All countries shall lower tariffs and work to increase commerce between one another.

[b]Article V. Cancellation[/b]

This pact may be cancelled with 72 hours notice.

So as the free nations of South East Asia; China, Vietnam, Malay Federation, and Selenarctos do believe in the preservation of unique cultures and customs around the World and so as the free nations of South East Asia do oppose the entrance of colonialism and imperialism in South East Asia we commit ourselves to this doctrine:

The Free Nations of South East Asia shall use all means at their disposal to protect the rights of the indigenous and traditional peoples of South East Asia. We shall not tolerate colonies, protectorates, or imperialism in South East Asia by foreign powers outside of Asia. The Free Nations of South East Asia shall not permit states in Asia to wipe out the traditional cultures of the region. We recognize the rights of states to be multi-cultural and too have aspects from other parts of the globe, however, we shall not permit any state to use their power to suppress native peoples who have existed for millennia.

All peoples are entitled to their homelands and freedom to practice their culture. We shall respect these rights in other areas of the world, we ask that the people of the rest of the World respect those in our particular corner.

The Kingdom of Cochin congratulates the Association of South East Nations and hope that they would contribute to strengthen the peace and stability in South East Asia which unfortunately has been going through a period of nascent instability. The Kingdom does however wonder if the Decree from the Quadruple powers of South East Asia is retroactively binding, especially with regards to policies such as anti-colonialism and opposition to ethno-linguistic and cultural suppression of native populations of these regions.

Thank you. If Myanmar wishes to join the non-optional defense part of the treaty, China would look favorably on it.

China feels that in order for this to happen, Korea would need to respect the Malay's position in regards to Singapore and resume diplomatic relations

Thank you. With regards to grand fathering in anyone, China as a single member feels that this is a grey area. Certainly Singapore is the most pressing issue here. China finds it... odd the way Singapore was emptied. However, as China had the first troops on the ground in Singapore, due to us having an AAG already in the area en-route to Burma, we never witnessed any forceable moving of the population out of Singapore. The whole thing is puzzling to us.

OOC: The GMs ruled that Singapore could be as Tessa said, although I vehemently disagree with that decision. There is not much I can do IC to change that fact. Its kind of odd, its too bad she isn't here to explain it. It seems like she was really active in giving Singapore away and then just vanished. Odd no?

The announcement was confirmed to jubilant crowds by General Kiram Punjungan in the Malay capital earlier today. The General further reiterated his belief that solidarity among the nations of South East Asia would be of major benefit to the Malay people.

We would not have any opposition to the Union of Myanmar's application. However in the case of Koryo we would prefer to wait and see if the latest initiative in regards to the question of Singapore are resolved.[/i]

As Zargathia backed the Korean decision at the time, we would like to know what your stance would be if the people of an Asian nation would willingly and democratically choose to become a part of a foreign power. Would this be resisted and thus act against the will of the people, or will the presence of said foreign power be accepted as long as this area is not expanded upon?"

By consent of the UFE, Selenarctos, and Malay Federation Article III has been amended:
