A different new spy ability Occupation

I was thinking today about Master of Orion. And I thought of one interesting factor: You could send spies into a nation, and they would stay there. So, I thought more about it, and here is what I came up with:
New Spy Option: Occupation: Your spy attempts to infiltrate a nation for the long term. I'm not sure what the mission success rate for a spy getting information about a nation is, but this would be the success rate for the infiltration mission. If it is successful, you'll automatically see all information that you would normally from a spy infiltration, but it would be updated.
While your spy is in the nation, along with the updated nation information, you would get an option when viewing the nation's page to use your infiltrating spy(or spies). You can use them to do anything you could normally (decommission a nuke, change threat level, etc), but they would have a 25% better chance of doing so than a normal mission (after other modifiers of the base).
If you want to pull spies from the nation, they would have a 70% base success rate, modified like information gathering missions.
Every update (or whenever bills are collected, however admin wants to do it), the opposing nation would have a 10% chance of catching each spy (so each would have an individual calculation), and upon doing so would have 3 options: Execute him, interrogate him, or set him free. If he is executed, then the sending nation is told, but the receiving nation would not know who sent the spy. If he is interrogated, the receiving nation has a 50% chance of finding out where he came from, and an equal chance of not finding out (killing him before he tells, or he dies). If they set him free, he just leaves the nation, and the sending nation has a 75% chance of him coming back. (I'm thinking this may need a little work, as right now there is no incentive not to interrogate him, possibly happiness penalties for executing him or possibly them finding out that you interrogated him?)

I actually meant penalties on happiness because your nation's citizens find out. The other guy is going to find out anyway (he's going to notice that his spy isn't sending in reports).

How about 'sleeper agents' as well? They would have an increadibly low chance of being discovered when they are in the other nation but not performing any recon.
When you do activate them they would have a greater chance of success or lower chance of being caught, though the longer they are stationed there the better their success/escaping detection would be.

I sort of figured that the people there were sort of sleeper agents, but I suppose that there could be two types of people there. Maybe if they are there for 2 weeks or so they become sleeper agents?
